SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Thursday a dozen San Diego Public Libraries would reopen for the first time since mid-March, when they were shuttered as part of a state-wide shutdown order."Our libraries offer San Diegans a treasure trove of resources, whether its access to health information, distance learning, job searching or even just a book to pass the time, and we need them now more than ever," Faulconer said. "We're reopening our libraries with health and safety as the top priority while also expanding digital access to give residents more opportunities as we get through this pandemic together."The library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken and practice physical distancing when possible."Our libraries have been closed since March 13 and, although we have added pickup service and virtual programming, there is no substitute for welcoming patrons into our buildings," said Library Director Misty Jones. SAN DIEGO (CNS) - Ex-Poway Unified School District Superintendent John Collins pleaded guilty Wednesday to a misdemeanor financial disclosure charge and was immediately sentenced to five years probation in a plea deal in a case in which he was accused of misappropriating more than 5,000 in public funds.The Poway Unified School District and Collins also reached a settlement in a civil lawsuit related to the allegations, which is expected to be finalized Wednesday night. That settlement involves Collins paying the district 5,000 over a period of time, according to Judge Frederic Link."This is basically a win-win for a lot of people," Link said.Collins is required to abide by the terms of the civil settlement and follow the law as part of his probation, or face the risk of once again facing the criminal charges.After several days of testimony at a preliminary hearing -- a proceeding held to determine if there is enough evidence to proceed to trial -- Collins pleaded guilty to a misdemeanor charge relating to his failure to declare outside income to the Poway school board. SAN DIEGO (CNS) - For the fourth time in a week, San Diego County public health officials reported a record-high number of daily COVID-19 cases, with 440 new positive cases recorded Friday.It's the fifth time in six days that health authorities reported more than 300 new COVID-19 cases and the first day yet with new cases topping 400. The total number of cases recorded since the pandemic began is now 12,401, and with six additional deaths reported Friday, the number of deaths increased to 358.Of those deaths, four men and two women died between June 13 and June 24, and ranged in age from late 50s to mid-90s. All had underlying medical conditions.The county recorded 6,824 COVID-19 tests Friday, 6% of which returned positive. The 14-day rolling average positive test rate is 3.4%.More than 300 cases were reported on Sunday, Monday, Wednesday and Thursday this week.Another community outbreak was reported Friday in a business, bringing the number reported in the last week to six -- falling below the threshold the county set in a set of 13 "triggers" announced earlier this month for the first time since June 18.Community-transmitted COVID-19 outbreaks activated one of those triggers on that date, placing a pause on any additional openings allowed by the state.The county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. SAN DIEGO (CNS) - A San Diego businesswoman pleaded guilty Wednesday to conspiracy, securities fraud and obstruction of justice charges for taking hundreds of millions of dollars in investor funds intended as loans for liquor licenses and funneling the money into her companies and for personal purchases.Gina Champion-Cain, founder and former CEO of American National Investments, was charged by the Securities and Exchange Commission last summer with taking millions from investors and telling them the money would be used to support loans for people seeking California liquor licenses.
