BEIJING, May 10 (Xinhua) -- China will conduct consultations with the European Union on the steel fastener trade dispute in line with the rules of the World Trade Organization's disputes settlement system, said an official with the Ministry of Commerce Monday.China's anti-dumping investigation into carbon-steel fastener imports from the EU was based on Chinese regulations and the assessment of the harm to the domestic industry, said the official.The remarks came after the EU filed a complaint Sunday against China at the World Trade Organization over Beijing's decision to impose anti-dumping measures against carbon-steel fastener imports, which included self-tapping screws, bolts and gaskets.Chinese fastener importers were required to pay a deposit to customs based on the margins -- ranging from 16.8 to 24.6 percent -- between the normal value of the products and the alleged dumping price since Dec. 28, 2009.Initial investigations by the Chinese authorities showed the EU had allegedly dumped carbon-steel fasteners on the Chinese market, which caused substantial damage to the local industry.The temporary anti-dumping measures were adopted to safeguard the legitimate rights and interests of the domestic producers, the official said.China started an anti-dumping probe into EU carbon steel fasteners on Dec. 29, 2008, after an application for a probe by the fastener branch of the China General Machine Components Industry Association on behalf of Chinese fastener producers.

XIANGNING, Shanxi, April 9 (Xinhua) -- The death toll in the flooded Wangjialing Coal Mine in north China's Shanxi Province rose to 25 Friday after two more bodies were found and rescuers continued the search for 13 miners still missing.About 260,000 cubic meters of water had been pumped out by Friday, two times more than expected, and rescuers were focusing on two sections where the 13 were believed trapped, Liu Dezheng, spokesman of the rescue operation, told a press conference.But the rescue was difficult as the water level had not dropped quickly enough and it was adjacent to a disused shaft full of water and toxic gas, he said.Rescuers believed the disused shaft had caused the initial flood when broken into by workers.A total of 261 miners were working below ground when the mine was flooded on March 28, and 108 miners escaped unharmed while 153 were trapped underground.On Monday, 115 miners were brought out of the mine alive after being trapped for more than a week. They are receiving medical care in five hospitals in Hejin and Taiyuan Cities, Liu said.All the 26 miners in Shanxi Aluminum Plant Hospital are allowed by doctors to be visited by their family members.A few workers told Xinhua that they are even gaining weight after more than a week of starvation."I feel better and better, more energetic today and I want to get off bed," said Liu Mingcai from Hunan, who lost ten kilograms when trapped underground.Another survivor Peng Guangzhong said "I feel much safer and is no longer afraid. GENEVA, April 20 (Xinhua) -- China on Tuesday asked the World Trade Organization to set up an expert panel to rule whether the European Union's antidumping duties on Chinese-made footwear violates global trade regulations.At a meeting of the WTO's Dispute Settlement Body, the Chinese delegation reiterated that the EU's antidumping measure was inconsistent with related WTO agreements and it impaired China's benefits."China requests the DSB to establish a panel to ensure the protection of China's legitimate rights and benefits under the WTO agreements," the delegation said in a statement.The delegation said that it was taking the action after the latest consultations with the EU on March 31 failed to resolve China's concerns and "no mutually satisfactory solution could be reached."The delegation's statement also urged the 27-nation bloc to bring its legislation in line with WTO agrements and "to terminate the measure on Chinese footwear on account of their inconsistency with WTO rules."The EU said it regretted the step take by China and blocked the panel request. But according to the WTO's dispute settlement procedures, a panel request can be blocked only once, which means the panel would be established automatically if China makes a second request at a DSB meeting scheduled for next month.China first brought the dispute to the WTO on Feb. 4, which initiated a 60-day consultation period between the two sides.A panel request is the second step in the WTO's dispute settlement procedure following unsuccesful consultations in finding a resolution.
