BEIJING, Dec. 25 (Xinhua) -- China's top legislature on Saturday ended its six-day bimonthly session, adopting a revision to the country's Law on Water and Soil Conservation in a bid to better protect the nation's environment.The new law has been expected to help reverse China's serious water and soil losses, which are regarded by the Minister of Water Resources as the country's top environmental problem.Wu Bangguo, chairman of the Standing Committee of the National People's Congress, said at the end of the meeting that the revised law on water and soil conservation would be of great significance to improve the country's capacity in disaster-prevention and improve environmental conditions.Wu Bangguo (C), chairman of the Standing Committee of the National People's Congress (NPC), presides over the closing meeting of the 18th session of the 11th NPC Standing Committee in Beijing, capital of China, Dec. 25, 2010.Also, in Wu's speech delivered at the meeting, he said China has increased its support for areas inhabited by ethnic minorities this year and is striving to alleviate rural poverty in those regions.During the bimonthly meeting, members of the NPC's Standing Committee examined the government's report on medical care system reform.Lawmakers at the session also adopted the decision to hold the Fourth Session of the 11th National People's Congress on March 5 next year.On Saturday, the top legislature approved the Cabinet's nomination of Miao Wei as the new minister of industry and information technology and made several other appointments.Miao, 55, replaced Li Yizhong, 65.Chinese President Hu Jintao signed presidential decrees to enact the revised law and the appointments.

We do not want U.S. weapon sales to Taiwan to further damage the relationship between China and the United States and the two nations' armed forces," Liang told a press briefing.On a question on the development of China's military power, Liang rejected claims that China's military development is a threat, saying its weapons still lag far behind developed countries."China's military hardware development is to meet its sovereignty and security requirements and targets no other countries and poses no threat to others," said Liang.Chinese Vice President Xi Jinping, while meeting with Gates later on Monday, stressed "reliable political basis" for Sino-U.S. military ties, which have gone through ups and downs in the past years.Xi, also vice chairman of China's Central Military Commission, urged the two militaries to take measures to safeguard the "stable and reliable" political foundation, that is, mutual respect for sovereignty, security and development interests."China-U.S. military relationship, as an important part of bilateral ties, is a sensitive field with more complicated factors," said Xi, hoping military-to-military relations could move forward in a healthy and stable manner.Another Vice chairman of China's Central Military Commission Xu Caihou made a three-point proposal on developing China-U.S. military ties, in his meeting with Gates.Xu called on to respect and accommodate each other's core interest and major concern, to cultivate and increase strategic trust between the two armed forces, and to consolidate and expand common interests for both sides.Calling U.S.-China relations the "most important" bilateral ties in the world, Gates told Xu that his visit achieved "important progress" in building stable military ties between both countries.Gates said his country was expecting President Hu's state visit. Hu is due to meet with Gates on Tuesday."China-U.S. military exchanges plays an irreplaceable role in solving deeper differences between the two countries," said Zhu Feng, an researcher on China-U.S. relations with Peking University.He said the military contacts would greatly help to beef up strategic trust between China and the United States, and also influence public opinion.Gates will visit the command of the Second Artillery Force of the PLA on Wednesday. This is his second China trip since he took office in December 2006.

SINGAPORE, Nov. 15 (Xinhua) -- Visiting Chinese Vice President Xi Jinping met here on Monday with Singapore Prime Minister Lee Hsien Loong. Both leaders reaffirmed the close and cooperative relationship shared by Singapore and China.Xi's visit caps a series of high level exchanges as the two countries celebrate the 20th anniversary of diplomatic ties. During the meeting, Xi said China and Singapore have increased mutual understanding and expanded cooperation since the establishment of diplomatic relations. China has drawn useful experience from Singapore's development as it undertakes reform, opening-up and the modernization drive. At the same time, China's increasing national power has provided broad market and huge potential for Singapore's continuous development.The good neighborly and mutually beneficial cooperation contributes to the interests of both people, and to the peace and prosperity of Asia as a whole, he said.Xi said China highly values the Sino-Singapore relationship and is willing to join hands with Singapore to bring the bilateral relations to a new level. He noted that the two countries should maintain high level exchanges, make full use of the existing bilateral cooperative mechanisms and projects, increase sharing of governing experiences and people-to-people and cultural exchanges, strengthen cooperation in regional and international affairs.Lee agreed with Xi on his suggestions to develop bilateral relations. He said the two countries have forged close cooperation in various areas, adding that Singapore is willing to further enhance cooperation with China in bilateral and multi-lateral areas.After the meeting, Lee and Xi witnessed the signing of the following three agreements: the Memorandum of Understanding (MOU) between the National Heritage Board of the Republic of Singapore and the State Administration of Cultural Heritage of the People's Republic of China on Museum Cooperation; the Agreement on the Details of Implementation between the National University of Singapore and Suzhou Municipal Government (Suzhou Industrial Park Administrative Committee) on the Joint Establishment of the National University of Singapore (Suzhou) Research Institute; and the MOU on the Establishment of a Cooperative College by the Nanyang Technological University (NTU) in Sino-Singapore Tianjin Eco-city.At the invitation of Singapore Prime Minister Lee Hsien Loong, Xi arrived in Singapore on Sunday for a three-day official visit.
