RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. The 25-year-old's win in the 11th Congressional District allows him to fill a vacant seat previously held by Republican Rep. Mark Meadows. Meadows left to serve as President Donald Trump’s chief of staff. Cawthorn defeated Democrat and retired U.S. Air Force Col. Moe Davis. Cawthorn will be one of the youngest people to ever serve in the U.S. Congress. He first drew attention after defeating Trump’s preferred candidate in an upset in the June GOP primary runoff.The previous youngest elected member in modern history was Alexandria Ocasio Cortez who was 29 years when she was sworn in for her first term in January 2018. The youngest member of the House of Representatives ever elected was William Charles Cole Claiborne of Tennessee, according to U.S. House records. (KGTV) - The San Diego County Sheriff’s sex crimes task force is investigating reports of a Ramona family who offered free train rides to families at their home, despite the presence of a registered sex offender.The Green family’s miniature railroad was years in the making. Recently, the family invited the Ramona community to visit the property.However, the Megan’s Law website reports 45-year-old Christopher Green, who lives at the home with his parents, is a registered sex offender. His convictions include lewd acts with a child under 14, the Megan’s Law site indicates.10News went to the Greens’ home to ask why the family didn’t let the public know about their son’s background. Green’s father would not go on camera but said his son has paid his dues, the incident was in the past, and the family is moving on. He added there would be plenty of supervision at the holiday train rides and said there’s more to his son’s conviction than meets the eye. Green’s father also said his son has a learning disability.The Sheriff’s Department issued a statement which reads in part, “The sexual assault felony enforcement task force was made aware of the event and has opened an investigation.
