SAN DIEGO (KGTV) -- The migrant caravan is still over a thousand miles away but troops are getting ready to deploy to the San Diego Tijuana border. Locally, Border Patrol says they can’t answer any questions about the increased military presence, only that they are monitoring the situation. SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. He works harder than anyone I've know. We just pray every day he can go back to his normal," said Hoang.This weekend, the news she was waiting for: Huerta was released. He remains weak with some breathing issues. He'll be retested soon, and he's not sure when he'll return to work.Hoang says Huerta has a message for others."Take precautions. SAN DIEGO (KGTV) -- Unions were the big winners as the San Diego Airport Authority decided to require contractors to enter into a project labor agreement in a 5-3 vote. PLA’s entail that unions will not strike and the airport will in turn run all the work through labor unions. Opposition to the PLA says they are worried the project will be even more costly to accommodate union dues and that non-union local workers will be excluded from the job. “It’s completely unfair,” said Steve Stroder, who represents” [they] are being told they can’t work on a project in San Diego.” Unions say their track record of completing marquee jobs on time like the county courthouse and under budget speaks for itself. “I mean we’ve proven that we can do this work,” said Keith Maddox of the San Diego Imperial Counties Labor Council, ”our workers are local.” The vote will be made after several hours of public testimony. 916

SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV)- A mother from Sacramento is back in San Diego to search for her missing son, a San Diego State graduate who was living in Pacific Beach.Wesley Billingsly was last heard from on June 12, 2018. He was supposed to meet friends for dinner in Pacific Beach, but never showed up.Since then, there has been no sign of him.He is 5’8”, 130 pounds with hazel eyes and brown hair. He has several tattoos.Christel Billingsly, Wesley’s mother, has spent her days posting fliers, reaching out to people on social media, and keeping up with the San Diego Police missing person’s investigation into her son’s disappearance.“He was here actively driving these streets, going to that Vons to get gas,” she said while standing in a Vons parking lot on Garnet Avenue. “And then he just disappears?”She is offering a ,000 reward to anyone who helps bring her son home.“I know somebody that's reading these posters knows where my son is,” she said. “They need to speak up and tell me where he is because this is enough, it's enough.”Back in August, Christel Billingsley flew to San Diego from Sacramento and spent her son's 25th birthday searching for him.Police located his vehicle in the South Bay but that has been the only trace of him. After that Christel Billingsly made her way to Mexico to search for him.“I went and met with the police in Mexico, I had a translator with me,” she said. “I went and filed a missing report,” she also checked morgues and jails.She said her son had earned a degree in business administration and marketing from SDSU. He moved back home to Sacramento briefly to work and save enough money to return to San Diego.Once he returned, he was staying with different friends at homes in Pacific Beach as he looked for jobs.Christel pays her son’s cellphone bill and said the phone stopped showing any activity once he disappeared.
