ATLANTA — Georgia Gov. Brian Kemp is suing Atlanta to block the city from enforcing its mandate to wear a mask in public and other rules related to the COVID-19 pandemic. Kemp and Georgia Attorney General Chris Carr, in a state court suit filed late Thursday, argued that Atlanta Mayor Keisha Lance Bottoms has overstepped her authority and must obey Kemp’s executive orders under state law. The suit comes a day after Kemp clarified his executive orders to expressly block Atlanta and at least 14 other local governments from requiring people to wear face coverings. Kemp’s order was met with defiance Thursday by Bottoms and other mayors, who said they would continue enforcing their mandates and were prepared to go to court.Kemp has maintained a policy of voluntary use of masks throughout the state. Georgia has seen a significant increase in COVID-19 cases in the past week. In recent days, the state is averaging about 3,000 new cases a day — by far the highest totals since the pandemic began.The CDC recommends that everyone wear a mask in public, particularly during situations where social distancing is difficult. 1133

ATLANTA (AP) — Six Atlanta police officers have been charged after a dramatic video showed authorities pulling two young people from a car during protests over the death of George Floyd. Fulton County District Attorney Paul Howard announced the charges during a news conference Tuesday. The Saturday night incident first gained attention from video online and on local news. Four of the officers are charged with aggravated assault, while one faces a charge of aggravated battery.Two of the officers were fired Sunday. Average rates on long-term mortgages continue to fall to new record lows, as the key 30-year loan dropped below 3% for the first time in 50 years. The stagnant economic recovery in the face of the coronavirus pandemic is keeping inflation tamped down despite pent-up homebuying demand. Mortgage buyer Freddie Mac says the average rate on the 30-year home loan fell this week to 2.98% from 3.03% last week. These are the lowest levels since Freddie Mac began tracking averages in 1971. The rate averaged 3.81% a year ago.In their update, Freddie Mac says the low rates has led to increased homebuyer demand. Meanwhile, according to the Mortgage Bankers Association, refinancing applications increased recently, about 12 percent in the last week. However, Freddie Mac warns that with an increase in coronavirus cases, the economy can stagnate and cause temporary job layoffs to possibly become permanent. The average rate on the 15-year fixed-rate mortgage declined to 2.48% from 2.51%, from last week. 1008

  

As parents are deciding whether to purchase Halloween costumes for their children amid the coronavirus pandemic, one Ohio man is ready to safely welcome trick or treaters to his home.Andrew Beattie has installed a 6-foot chute for candy so he can remain distanced from trick or treaters on Beggars’ Night.Beattie says that the chute will be “touch-free” as children will have the treats drop into their candy bucket without having to come in contact with Beattie. For added safety, Beattie says that he will wear a mask and continually change gloves in order to keep children safe.“I want our youngins to be able to have some sense of normalcy and maybe a little bit of exercise in all this madness, and I've put a LOT of thought into how to do so safely, and I appreciate your concern,” Beattie said in a viral Facebook post published earlier this week.Beattie said the chute is a six-foot long tube of cardboard that is four inches in diameter. He said he was able to install the chute on his porch in 20 minutes.“If this candy chute makes things easier or safer, AND gives those with mobility challenges more of a chance to participate, then what's the harm? An ounce of prevention is worth a pound of cure, ya' know,” Beattie wrote.Beattie has created a Facebook group where he hopes to share ideas with others this fall ahead of Halloween. The group has nearly 10,000 members as of late Thursday. 1409
