SAN YSIDRO (CNS) - A pedestrian was struck and killed by a van early Monday morning while he was attempting to cross a San Ysidro street, police said.It happened shortly before 1:10 a.m. in the 400 block of East San Ysidro Boulevard, San Diego police Officer John Buttle said.The unidentified man, believed to be in his 40s, stepped off the east curb of East San Ysidro Boulevard and was struck by a 64-year-old man driving a 1999 Chevrolet Astro van in the northbound lanes, Buttle said.The victim was pronounced dead at the scene, Buttle said.The driver remained at the scene and cooperated with officers, Buttle said.Alcohol or drugs were not believed to be factors in the collision, Buttle said. SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene.That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721

SEDGWICK, Colo. – A man suspected of killing three members of a Kentucky family who were found dead Monday was arrested Monday afternoon near a small town in northeast Colorado.Edward Siddens, was arrested around 4:20 p.m. in Sedgwick, Colorado, which is just south and west of borders with Nebraska.He was wanted by Kentucky State Police out of Allen County, Kentucky. In connection to the deaths of Jimmy Siddens, his wife, Helen Siddens, and their son, Jimmy Siddens II. It's unclear how Edward Siddens might be related to the deceased.According to Kentucky authorities and local media reports, a county water employee was checking the family’s meter Monday and found two bodies on the ground. Authorities found another body nearby.The Sedgwick County Sheriff’s Office says it was notified shortly after 4 p.m. Monday that Siddens as in the county.Siddens was believed to have been driving a stolen vehicle when he was found by deputies in the town of Sedgwick. The sheriff’s office says deputies were involved in a “short low speed pursuit” with Siddens before he was arrested without incident.The sheriff’s office confirmed that Siddens was the man arrested Monday, and said it was working with Kentucky state police. Allen County is more than 1,000 miles away from Sedgwick. 1298

SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance.
