SAN DIEGO (KGTV) - After a deadly house fire in Logan Heights, 10News spoke with a retired fire captain on fire safety checks that can protect you and your family.Bob Lyon is a retired fire captain and knows the tragedy that can come with burglar bars in the Logan Heights neighborhood, "something that they're using for protecting their lives, ends up being something that costs them their lives."A Fire Code adopted in the late 1990's requires bars have a safety latch. "You put your foot on it, and it releases the bars because there's a little spacer in it and it will pop them, and the bars are supposed to swing open," Lyon said.RELATED: One dead, five injured in Logan Heights house fireMany homes still have old bars, or those with the safety mechanism can rust, locking them in place. "Rarely do people maintain those, just because they're something out of sight, out of mind," Lyon said solemnly.Neighbor Miguel Hernandez a few doors down from the deadly Sunday morning fire told 10News in Spanish he checks his home's bars often to ensure the security of his family. He added he checks the smoke alarms as well, changing the batteries the recommended 6-months or each year.Lyon said one more thing you can do is "sleeping with your bedroom doors closed because that helps compartmentalize and keeps the fire out of your room, gives you more time to get out."It also gives firefighters more time to get to you.Lyon said firefighters learn how to break through burglar bars in the academy, but it takes precious time. 1534

SAN DIEGO (KGTV) — A Texas company has been awarded a contract to erect nearly 30 miles of fencing along California's border with Mexico.U.S. Customs and Border Protection awarded 7 million in construction contracts to Texas-based construction company SLSCO. The contracts include up to 14 miles of secondary wall and up to 15 miles of primary pedestrian replacement wall in California within the San Diego, Yuma, and El Centro Sectors. The 15-mile primary pedestrian replacement wall will include the installation of a new, 30-foot steel bollard wall: About 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. According to CBP, these areas represent areas where wall replacement has been a priority. Construction for that 6 million project is slated to begin in July 2019.The secondary wall project is a 1 million contract and will include up to 14 miles of the same 30-foot steel bollard wall adjacent to San Diego's primary fence replacement project that is currently under construction. Construction of that project is projected to begin February 2019.SLSCO has already worked on border construction earlier this year, constructing new steel fencing in Border Field State Park. The two projects are a part of President Trump's "Border Security and Immigration Enforcement Improvements" executive order, which calls for a contiguous wall to be built along the southern U.S. border with Mexico, according to CBP. 1447

SAN DIEGO (KGTV) — A University City man is hoping to warn others after someone with a BB gun shot him during his daily jog.On Tuesday, 70-year-old Taurone was nearing the end of his daily three-mile jog northbound on University Town Center Drive just after 6 p.m."Very calm, enjoying the evening. Hardly any traffic out in the neighborhood," said Taurone. On the sidewalk near the Renaissance Towne Center, his calm jog was suddenly interrupted by pain."Jogging along and felt a sharp sting in the lower portion or my chin, so I stopped. It felt like an extremely large pimple. I was pushing on it, and something round and hard came out of my skin fell onto the ground," said Taurone.A stunned Taurone, who didn't have his glasses, didn't look for the apparent BB pellet."When I realized I what it was, and that I had been shot, I was very angry," said Taurone.Taurone, who was shot on the right side of his face, believes the shot came from the shopping center area. He briefly scoured the area but didn't see anyone. Bleeding from his chin, he jogged home. He's doing fine now, but he's still upset."If the shot had been 6 to 8 inches higher, it would have hit me in the eye," said Taurone.Taurone has no clue about a motive, but he knows he was the intended target."Makes sense because I was the only moving target in the area," said Taurone.Taurone has been interviewed by police, who told him they haven't received reports of similar incidents in the area. He's now worried about what may happen next, because of the boldness of the attack. It was still light out, and while the traffic was light at the time, it remains a busy area."If not caught, he or she could do it to other people and cause more even harm," said Taurone.Anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1826

SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Campa-Najjar chose Bolland.RELATED: In-Depth: How the Electoral College works"He called me and said, 'hey you want to do this,' I’m like, 'you mean the Electoral College the thing that everyone hates? Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. That vote, however, can only be for one person."I don’t even have any choice about who to vote for because California, like 48 states, is a winner-take-all state. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland. He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said. The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent. But that’s a lot of people in California who voted for Trump and with the Electoral College they get erased,” he said, adding that there are Biden votes that get erased in right-leaning states as well. 2095
