A 3-year-old boy and his 1-year-old brother were on their own -- possibly for days -- after surviving a single-vehicle crash that killed their mother in south Arkansas.The older of the two boys was found Monday morning after authorities received a 911 call about a boy who was seen walking by himself in a rural area on a state highway near Camden, Arkansas, Ouachita County Detective Nathan Greeley told CNN.The boy was covered in cuts and scrapes and appeared to have been outside for an extended period, Greeley said."You could tell he was extremely traumatized," Greeley said.Officials gave the boy a bath, food and a change of clothes and distributed a description of him. A family member contacted the sheriff's office and told authorities that the boy's 1-year-old brother was likely nearby, Greeley said. The relative also said the children's mother had not been seen since going grocery shopping on Thursday. 925

(KGTV) — Saturday, California reported that the San Joaquin Valley region, which includes 12 counties, ran out of space in its ICUs as COVID-19 cases climb.The state's website says the region, which has been under the new regional stay-at-home, has hit 0% ICU capacity. The region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.The region's capacity sat at 4.5% a day earlier.Last week, the San Joaquin Valley and Southern California regions were placed under the state's stay-at-home order for falling under 15% ICU capacity.The Southern California region, which includes San Diego, Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, was at 5.3% ICU capacity on Saturday. (KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. More than 2 million drunk drivers have had three or more prior convictions, according to MADD. California is one of 31 states to approve the devices. 1941
