ESCONDIDO, Calif. (KGTV) - The recuperative care facility run by Interfaith Community Services in Escondido is bright and clean. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. Hospitals must also show that they tried to connect the patients with housing services, though patients can refuse or choose their own destination, even if it’s back to the streets.“That’s a needed improvement,” said Anglea of the new law, but noted it still doesn’t solve the main problem of giving continued medical care to discharged homeless patients. 1955

(KGTV) — An arrest has been made in connection with an Escondido house fire this week where a man was found unresponsive and later died.Jose Trinidad Romero, 32, was arrested Wednesday after his truck was stopped by police in Escondido. Investigators said they believe Romero knew the man found unresponsive in the fire, but are unsure of the exact relationship. On Oct. 4, firefighters and police responded to the fire in the 600 block of Waverly Place. The victim, who has not been publicly identified, was found inside unresponsive. Police said he had injuries consistent with being assaulted before the start of the fire.RELATED: Man dies after being found unresponsive during Escondido house fireThe man was later pronounced dead at Palomar Medical Center. The manner and cause of his death are still under investigation.Investigators say evidence at the scene pointed to the fire being deliberately set. Even though Jacob Walter Anderson was indicted on four counts of sexual assault, the ex-fraternity president won't spend a single day in prison.Instead, a plea agreement allowed the former Baylor University student to plead no contest to a lesser charge of unlawful restraint.If the 24-year-old successfully completes three years of deferred probation and pays a 0 fine, his criminal record will be wiped clean of the charge, and he won't have to register as a sex offender, CNN affiliate KWKT said.The plea agreement between Anderson's defense team and the McLennan County, Texas, district attorney's office infuriated the victim and her attorney."The evidence is incredible," Vic Feazell, the woman's attorney, told KWKT. "He nearly choked her to death. He raped her violently. He left her passed out in her own vomit -- the rape exam confirmed rape."The incident happened February 21, 2016, the woman said, according her victim impact statement posted on KWKT's website.She lambasted the court for accepting the plea agreement."I am devastated by your decision to let my rapist Jacob Walter Anderson go free without any punishment," the woman said."He is now free to roam society, stalk women and no one will know he is a sex offender. Jacob Anderson and all rapists who get away with their crimes will never be cured, never change. If anything they will be emboldened by their power over women and their ability to escape justice and punishment."Details of the alleged sexual assault were redacted from an arrest warrant affidavit. But shortly after Anderson was charged with sexual assault in 2016, a Waco police spokesman spelled out details from the police reports."The female said that she had been at a party at a fraternity in South Waco. She said she was handed a drink of some kind of punch and was told, 'Here you go. Drink this,' " Sgt. W. Patrick Swanton said, according to a March 2016 story in the Waco Tribune-Herald."She said shortly after that she became very disoriented, was taken outside by our suspect, who is Jacob Walter Anderson, and she said when they got outside, Anderson forcibly sexually assaulted her."In her victim impact statement, the woman said Anderson "repeatedly raped me orally and (vaginally).""When he forcefully picked me up and shoved me into a wall to rape me vaginally from behind he calmly and coldly said, 'It's fine. You're fine.' When I tried to pull up my pants or sit he shoved me to the ground and shoved his penis back down my throat and continued to choke me," the woman said."When he forced me up again and started to rape me vaginally again I blacked out permanently. When I was completely unconscious he dumped me face down in the dirt and left me there to die. He had taken what he wanted, had proven his power over my body. He then walked home and went to bed without a second thought to the ravaged, half dead woman he had left behind."As he walked out of the courtroom Monday, Anderson declined to comment to the media.CNN reached out to Anderson's defense team and the victim's attorney Tuesday, but has not received responses.The McLennan County District Attorney's Office said the person handling all media inquiries, Rebecca Akins, is out sick Tuesday. ESCONDIDO (CNS) - The driver of a Ford Mustang was killed when he reportedly crashed into three separate vehicles at a high speed on Interstate 15 in Escondido this morning, an officer said.A 25-year-old man was behind the wheel of a 2007 Ford Mustang around 6:20 a.m., heading south on I-15 just before state Route 78 when he approached stopped traffic and sideswiped a 2018 Ford Edge in the No. 2 lane of the freeway, according to California Highway Patrol Officer Kevin Smale.After the first crash, the Mustang struck a Ford F-450 two-axle truck stopped in the No. 1 lane, then another Ford F-450 in the No. 2 lane.The Mustang driver, who wasn't wearing a seatbelt, suffered major injuries and was taken to Palomar Medical Center, where he was pronounced dead, Smale said.Drugs and alcohol were not suspected to be factors in the crash.Lanes of southbound I-15 were blocked in the area for about two hours after the crash while investigators and emergency personnel worked, Smale said.All lanes were re-opened shortly before 9 a.m. 1042

ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426
