CHULA VISTA, Calif. (KGTV) — A South Bay mother was alarmed to find a man standing over her daughter's bed early Saturday.Police say the mom discovered the strange man just after 6:30 a.m. standing over her 10-year-old daughter as she slept at their home on Madison Ave. The man ran past the mom and out the back door, running south on Madison Ave., police added.The woman's daughter was not harmed. Police say there were at least two other young girls in the house as well.Police said the suspect may have gained entry through an unlocked back door.Police are searching for the suspect, described as an either white or Hispanic man, with a bald head, and possibly tattoos on his face.Anyone with information is asked to call Chula Vista Police at 619-691-5151. 769

CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976

CHULA VISTA, Calif. (KGTV) -- A new report from a state audit agency shows there is enough evidence that fraud or misappropriation of funds may have occurred within the Sweetwater Union High School District.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was presented during Monday’s school board meeting.According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe agency’s investigation also found the district kept borrowing from capital projects, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The report also stated Sweetwater misled rating agencies and bond insurers by “deliberate omissions of material information.”San Diego County Superintendent of Schools Dr. Paul Gothold said, "In short, after investigation of the district’s practices, FCMAT concluded that there is significant evidence to indicate that fraud, misappropriation of funds and/or assets, or other illegal fiscal practices may have occurred by current and former employees."RELATED COVERAGE:-- Sweetwater Union High School District votes to cut over 200 jobs-- State fiscal team reviews Sweetwater Union High School District's finances-- District approves interim budget with million shortfall-- Report: Sweetwater Union High School District incorrectly reported debtThe Sweetwater Union High School District has faced budget troubles dating back to September 2018, when they self-reported a million budget shortfall. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. An agency spokesperson would not comment. 4002

  

CHULA VISTA, Calif. (KGTV) — Chula Vista's sprawling University and Innovation District site was presented to California State University consultants this week as a possible location for a future campus.Eric Crockett, Chula Vista's economic development director, says consultants provided city, business, and education leaders with "a lot of feedback" during discussions about the region's possibilities."Everybody was very supportive, everyone knows there’s a need for higher education," Crockett said. "South Bay has a need for higher education."Chula Vista Mayor Mary Casillas Salas added that the meeting showed "pretty significant movement" for the city's planned University and Innovation District, which includes more than 500 acres of availability for a campus."I think is the best argument in our favor is that we're in a bi-national region and that this is a huge economic driver in the State of California," Salas said. "If you want to enrich the California economy, building those educational ties is the best for the future."RELATED: Groundbreaking ceremony held for two projects along Chula Vista BayfrontPalm Desert, Stockton, Concord, and San Mateo County are also being considered for a future CSU site.Mike Uhlenkamp, senior director of public affairs for CSU, cautioned that even though cities are being considered, it's not a guarantee that a campus gets built anywhere. Right now, he says the university system is "kicking the tires" with a feasibility study. Uhlenkamp added that building a campus could cost millions of dollars, so it's a tough argument to start.Which is where Chula Vista's argument looked to make an impact, drawing inspiration from another CSU project: San Diego State Mission Valley.Crockett said that a potential CSU campus in Chula Vista could mix in commercial and residential uses to help with funding.RELATED: SeaWorld's Sesame Place theme park begins construction in Chula Vista"It’s nice with what SDSU has done, it helps. The state already understands that model," Crockett said. "It’s almost the same for-profit model."City officials have already envisioned the district would include a commercial and residential component. The now city-owned Olympic training center, adjacent to the site, added to the appeal for any collegiate athletics. Chula Vista laid all of those qualities on the table."We’re trying not to create a drain on the state or take money from other universities," Crockett said. "When we did our planning document, it also contains for-profit uses."In addition to Chula Vista's land availability, the area is home to Southwestern College and situated near several other community colleges, including San Diego City College, San Diego Mesa College, Cuyamaca College, and Grossmont College.Salas added that the city has continued talks with San Marcos-based Saint Katherine College for 10-acres of the site. Salas said that university could potentially start off the site's development and work alongside the CSU development, adding more appeal for CSU.Consultants will continue to meet with leaders from each community to learn how a potential campus could best serve the state's higher education needs. Those meetings will consider the area's relationship with community colleges, benefit to the region, land availability, and potential enrollment.Consultants developing the feasibility study are working on behalf of CSU to keep the process objective, Uhlenkamp says. Crockett said the feasibility study should be finalized by July 1. 3515
