SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. RELATED: President Trump to visit San Diego, inspect border wall prototypesIn early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. “We intend to appeal this disappointing ruling, which would allow Trump to shrug off crucial environmental laws that protect people and wildlife,” said Brian Segee, a senior attorney at the Center for Biological Diversity.“The Trump administration has completely overreached its authority in its rush to build this destructive, senseless wall. They’re giving unprecedented, sweeping power to an unelected agency chief to ignore dozens of laws and crash through hundreds of miles of spectacular borderlands. SAN DIEGO (KGTV) - A San Diego company is looking to capitalize on a new law that legalizes the growing of hemp in the United States. Medical Marijuana Inc., based in Sorrento Valley, already has a line of CBD products but has to import the raw hemp from outside the United States. That will soon change. On Tuesday, President Donald Trump signed the 2018 Farm Bill. Inside the bi-partisan, 7 billion bill was a revision to the federal laws on hemp, which had largely outlawed commercial production since the 1930s. The bill also removed hemp from being classified as a schedule 1 drug, the DEA category for substances with “no currently accepted medical use and a high potential for abuse.” “We really think this is going to be a tremendous growth market over the next three to five years,” said Stuart Titus, president and CEO of Medical Marijuana Inc. Founded in 2009, the company has several lines of CBD-based products for both humans and animals. SAN DIEGO (KGTV) - A San Diego elementary school teacher was arrested this week and accused of distributing child pornography.Authorities arrested 59-year-old David Weaks, a fifth-grade teacher at Rosa Parks Elementary School in City Heights, Thursday and charged with distributing child pornography of young girls, including a toddler, according to a complaint filed by the U.S. District Court, Southern District of California.According to documents, a U.S. Department of Homeland Security special agent was able to download two child pornography videos of young females from Weaks computer through peer-to-peer software.The IP address associated with the download was tracked to a residence in San Diego and a subscriber with the last name of Weaks, the complaint says.Authorities say a search of Weaks' residence and his computer revealed numerous files featuring child pornography.The complaint said Weaks admitted to obtaining and distributing child pornography through the file-sharing software over the internet. He also admitted to possessing similar materials on an external hard drive.Weaks is scheduled for a detention hearing on April 24. The government has requested he be held without bond on the grounds that he "is a danger to the community and a flight risk."He faces a maximum of 20 years in prison and 0,000 fine if convicted. 1421

SAN DIEGO (KGTV) - A lawsuit has now been filed surrounding the platform collapse that injured 21 children and some adults last November at Vault PK parkour gym inside a Barrio Logan warehouse.Two mothers and six children are represented in the complaint, filed against Vault PK and San Diego's Metropolitan Transportation System (MTS), among other defendants.MTS owned the warehouse and subleased the space to a business that subleased again to Vault PK. A few days after the collapse, MTS was hit with a dozen building code violations.Some of the families are suing MTS and Vault PK for negligence, among other complaints.MTS told 10News it won't comment on pending litigation.  713

SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. Both are Democrats. It remains to be seen whether a household GOP candidate will emerge. Tony Krvaric, who heads the Republican Party of San Diego, said he did not know Hansen and that he has encouraged current City Councilman Scott Sherman to run.
