(KGTV) - Traffic at the San Ysidro Port of Entry was left at a standstill for more than an hour following a reported security incident Saturday.Multiple lanes through the port were closed following the find, 10News viewer video showed. (KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SEASIDE, Calif. (KGTV) - A Central California teacher, who also serves as a reserve police officer, was placed on administrative leave after accidentally firing his gun inside a classroom.Seaside High School instructor Dennis Alexander was teaching a public safety course for an Administration of Justice class when his gun went off, according to KSBW."Alexander was believed to have been providing instruction related to public safety awareness," Seaside Police told the station.One student suffered non-major injuries and was taken to the hospital. According to the school district, Alexander was pointing his gun toward the ceiling when it went off.Alexander was also placed on administrative leave at the Sand City Police Department, KSBW reported."I have concerns about why he was displaying a loaded firearm in a classroom. We will be looking into that. My first concern was that no one was hurt," Sand City Police Chief Brian Ferrante told KSBW. 970

SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
