Opponents have contributed million.As written on the ballot, Proposition 15 will "increase funding sources for public schools, community colleges, and local government services by changing tax assessment of commercial and industrial property."The Proposition will raise commercial and industrial property taxes by reassessing property based on current values. Under 1978's Proposition 13, property tax has been calculated based on the value when the property was last sold.The change in tax assessments could bring the state anywhere from billion to billion every year.Because so much money is at stake, stakeholders are willing to spend a lot to sway voters."With those being the stakes, we felt compelled to do whatever is necessary to raise funds to defeat this thing," says Michael Bustamante, the Spokesperson for the No on Prop 15 campaign committee. SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294
SAN DIEGO (KGTV) — Police have identified the man who died in custody after being arrested in Little Italy earlier this month.Vito Vitale, also known as Todd James Vitale, 39, died at the hospital after being taken into custody.Witnesses say Vitale was running in and out of traffic naked near the 600 block of West Grape Street around 11 p.m. Friday yelling for help.People who witnessed the events also told police that the man appeared to be under the influence of drugs and/or alcohol.RELATED: Police investigate death of man arrested in Little ItalyAfter placing Vitale into handcuffs, several witnesses had to help officers restrain him. Police provided medical aid to Vitale until paramedics arrived.Police also identified the officers involved in the incident as Greg Pilkington, a 10-year veteran of the department, Robert Nelson, a three-year veteran and Carlos Diaz, a one-year veteran. 915
