SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) - Loved ones are mourning the loss of a young South Bay woman to COVID-19.In mid-September, Elvira Martinez became the first in her family to come down with COVID-19 symptoms. She tested positive and was hospitalized days later. Around the same time, her daughter Cassie, who lived with her mother at a home in Nestor, started feeling sick."Her first symptoms were a cough and then a fever in after that," said Cassie's boyfriend Ricardo Ferreyra.A week later, Ferreyra brought her to the ER."She couldn't hold down food, barely able to stand up," said Ferreyra.She was admitted and diagnosed with COVID-related myocarditis, an inflammation of the heart muscle. Her brother David says in the next 24 hours, she would suffer two heart attacks. On Saturday, Cassie Martinez, who had no underlying conditions, died at the age of 29."I miss her so much. She had the beautiful personality of anyone I've ever known. She walked into a room, and it lit up," said David Martinez."I'm heartbroken, in a million pieces. She was so caring, put everybody else first," said Ferreyra.Ferreyra says it was love at first sight the day he met her at the insurance company they both worked at more than eight years ago."She captivated me and has done so ever since that day," said Ferreyra.He had decided to propose to her, possibly on their eight-year anniversary in mid-October."I wanted to take her out on a sailboat, spend some time together and propose in the middle of the ocean ... She is my soulmate, somebody I wanted to spend the rest of my life with. We had so many plans," said Ferreyra.Family members aren't sure how they contracted the virus. SAN DIEGO (KGTV) – Local community activists put together a report that shows what they’re calling the roadmap to racial inequality, basing it on housing data from the 1930s.On Thursday morning, members of the community used red paint to outline zoning lines of the streets of Kensington. The lines were a physical representation of what happened after the Great Depression under the order of President Franklin D. Roosevelt.Ricardo Flores, executive director of Local Initiatives Support Corporation, said, “The very benign use of zoning actually created segregation this day. It says if you can buy 7,000 square feet of land then you can live in this neighborhood.”Flores’ group and other organizations took to the streets to promote the data.“Today, in this day and age, you can ask a high school kid, ‘Where do black and brown people live?’ You ask any adult, ‘Where do black and brown people live? How do they know that? How is it so embedded in us?” said Flores.The activists hope to get support from San Diego officials and a promise in changing the way housing decisions are made.Flores said, “They should look at that parcel of land and allow them to be subdivided, sold, or build on it and rent it out.” 1221
