SAN DIEGO (KGTV) — Local research organizations and San Diego County are teaming with the CDC to expand the genome sequencing of COVID-19. That data gives county leaders important information to drive decision-making to help slow and control the spread of the virus.“The virus is constantly evolving and trying to figure out the best way to spread through our population. And is it does that, it changes a little bit,” said Dr. Louise Laurent a professor at UC San Diego, which is part of the team, along with Scripps Research.Laurent says that studying changes in the virus can help identify which cases are connected to each other and which are not. The county can use that information to understand what measures are working, where there are significant outbreaks, and whether new measures are needed to stop those outbreaks.The county’s top epidemiologist, Dr. Eric McDonald, tells ABC 10News that the data shows that through testing and contract tracing, efforts to control outbreaks have generally been effective. “It looks like many of the instances of individuals who are infected don’t result in too many other infections. We don’t have lots of big clusters of the same exact strain,” McDonald said.The data also shows that while the restrictions and actions taken by the county have been effective in controlling outbreaks, COVID-19 continues to spread in San Diego through travel. “What we found is that San Diego has been hit many different times and viruses from other places have come to San Diego,” Laurent said. “We don’t want to be an isolated place. We want to interact, right? We’re just that kind of place. It makes us vibrant. It makes us an interesting place to be. SAN DIEGO (KGTV) - It's been 13 years since Filirican Torres died after being hit by a car on the 94 Freeway, and her family says every passing holiday and anniversary brings the pain back to the forefront."It feels like someone is stabbing you in the heart over and over again," says sister Edy Torres.Friday is the anniversary of the death, which is still unsolved. Now the Torres family is asking anyone with information to come forward and help them get closure."Maybe they heard something in the last 13 years," says Torres. "Maybe they heard her name or something came up. Help us out."The family says Torres was thrown from a car on the freeway on January 10, 2007, and then hit by several other cars on the road. It happened on the Eastbound lanes of the 94 in between Euclid Avenue and Kelton. At the time, San Diego Police called the death "suspicious." In 2009, Crime Stoppers released a photo of a white Geo Metro as a suspect vehicle, but they never made any arrests."She was a loving person," Torres says of her sister. "When you met her she would put a smile on your face. She had this aura where you would just gravitate to her."As they have for years, the family is putting up posters around the area where the crash took place."It's been 13 years," says Edy. SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
