Federal Judge Robert Lasnik issued a temporary restraining order on Tuesday "blocking federal government from allowing distribution of downloadable 3D printed" guns, according to a tweet from the Washington State Office of the Attorney General."The judge's rule is clear," Washington Attorney General Bob Ferguson said at a news conference. "We go back to the status quo, before the federal government made the disastrous decision to undo these protections for public safety."At least 10 US states were scrambling to block access to plans that would allow people to print 3D guns on Tuesday.New York Gov. Andrew Cuomo announced a series of actions Tuesday to prevent the distribution of the 3D gun designs. Cuomo issued a cease-and-desist letter to Defense Distributed, a Texas gun-rights organization that posts the plans online, to block the distribution of designs for 3D guns in New York. The governor called the impending release "reckless."Cuomo also directed state police to issue a notice reminding New Yorkers that manufacturing firearms defined as assault weapons is illegal in New York."As the nation rises up and calls for action against gun violence, it is absurd and frightening that the federal government wants to make accessing an automatic weapon as easy as hitting print," he said. "New York is proud to have the strongest gun safety laws in the nation, and we won't let this federal government take us backwards."Cuomo said he will pursue legislation to bolster the state's gun safety laws and outlaw private production of all 3D and so-called "ghost guns" that are untraceable and invisible to metal detectors.Cuomo's actions came after Pennsylvania went to court Sunday to block early distribution of the plans, which weren't supposed to be available for download until Wednesday. But more than 1,000 designs were downloaded recently, in advance of the agreed upon August 1 date.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday the Pennsylvania case was about free speech rights, not the manufacture of guns."One state cannot censor the speech of a citizen in another state," he said.Other states also are trying to bar access to 3D printed guns. Iowa and Virginia on Tuesday announced they are joining a federal lawsuit that asks a judge to block the court action that lets people download plansThese latest battles flared after Defense Distributed reached a settlement in June with the federal government that will allow it to post 3D printable gun plans online.The settlement ended a multiyear legal battle that started when Defense Distributed founder Cody Wilson posted designs for a 3D printed handgun he called "The Liberator" in 2013. The single-shot pistol was made almost entirely out of ABS plastic -- the same material Lego bricks are made from -- and could be made on a 3D printer.Wilson sued the federal government in 2015. 3041

ENCINITAS, Calif. (KGTV) -- Video from a witness shows a driver slamming into a crowd outside an Encinitas bar early Sunday morning. In the video, a U-Haul van can be seen accelerating onto a sidewalk. Video shows pedestrians leaping out of the way before the vehicle crashes into the crowd. In a Monday news release, the San Diego County Sheriff's Department said one person is in an intensive care unit while another is undergoing surgery with serious injuries following the crash. The department says a 24-year-old victim is in an intensive care unit while a 25-year-old is in surgery with serious injuries. RELATED: Man arrested after driving into crowd outside Encinitas barA 23-year-old victim was treated for minor injuries at the hospital. All three of the victims were struck when the suspect, Christian Davis, 28, reportedly drove the van onto a sidewalk outside The Saloon Bar around 1:30 a.m. Sunday. Two others received minor injuries when they detained Davis outside the bar. Deputies say Davis was asked to leave the bar because he was too intoxicated. After complying with the request, deputies say Davis got into the van, intentionally driving it onto the sidewalk. Davis was later arrested and is being charged with three counts of attempted murder and one count of attempted escape with force. Davis is scheduled to be arraigned in Vista on March 3. ESCONDIDO, Calif. (KGTV) - The North County finally has its own comedy club. The Grand Comedy Club opened on Grand Avenue in Escondido late in 2019 and reports growing crowds over its first 10 weeks. "I think people need a good laugh, nowadays. It's really great to see people leaving here happy and telling their friends, and their friends refer their friends. It's great to bring something back to my hometown that the locals really dig and have fun at," said owner Adam Wasserman.Wasserman is a property manager who has performed as a part-time stand up comedian for 11 years. He began thinking of starting his own club, and wanted it to be in Escondido. "You had to go downtown or La Jolla to go to shows. It's a long way to go and and parking and everything. I always thought 'Why was there never a club here in North County?'" Wasserman said.The headliners are typically brought in from Los Angeles, while many of the supporting acts are comedians from San Diego. Wasserman says they're seeing ticket sales from across North County. "We have several nice restaurants, but after you have dinner, that's it. There's nowhere to go," said Escondido resident Jacqueline Lawhorn. "At least now you can come here and enjoy a night of comedy."The opening of the Grand Comedy Club is just the latest step in Escondido's attempt to revitalize its downtown area and make it into more of destination spot. The hope is to give locals an option to spend their money closer to home, and to draw people from neighboring cities into Escondido businesses."You'd have to go to La Jolla or Orange County or whatever," said attendee Gary Arant, who has already gone to several shows at the club. "This is so amazing we have something so local and it's really good." 1758
