SAN DIEGO (CNS) - A suspected hit-and-run driver who allegedly struck and gravely injured a bicyclist last month in the Midtown area was arrested in a shopping center parking lot in Kern County, it was reported Wednesday.San Diego police identified the suspected driver last week as Mauricio Flores and also released the name of a woman, Jessica Bailey, suspected of riding in the van with Flores.The pair were in a 2005 Dodge Caravan with Georgia license places that struck a bicyclist around 1:30 p.m. on Aug. 21 on West Washington Street at India Street in the Midtown area, police said.RELATED: Bicyclist sustains life-threatening injury in hit-and-runThe victim suffered a life-threatening head injury and remains in the hospital, the San Diego Union-Tribune reported.In video shot by a witness and released by San Diego police, the driver could be seen stopping after the collision and getting out of the van.The video then showed the driver and passenger going to the injured man on the side of the road before the driver tugs the bent bicycle out from under the front of the van and sets it aside. He and the female passenger then got back into the van and drove away.A second passenger in the van has not been identified by police and no description of the man has been disclosed.An off-duty CHP officer who saw a flier about the collision spotted a suspicious looking van bearing CA exempt plates, typically used by state-owned vehicles, while riding his motorcycle in the Lake Isabella area over the weekend and notified the local office, CHP Officer Robert Rodriguez told the Union-Tribune.The officer assigned to that area -- roughly 35 miles northeast of Bakersfield -- went looking for the van early Tuesday morning and found it in a Vons parking lot, this time with Vermont license places, Rodriguez told the newspaper. With the assistance of Kern County sheriff's deputies, the officer located Flores and Bailey nearby and arrested them. 1962

SAN DIEGO (CNS) - At least one person was seriously injured this morning in a crash that may have involved an alcohol-impaired driver, the California Highway Patrol said.A car reportedly rolled over and caught fire about 3:44 a.m. on southbound state Route 15 near state Route 94, according to a California Highway Patrol incident log. Moments later, dispatchers were told the car appeared to have exploded.The fire-damaged car was then struck by another car, according to the incident log. A third vehicle was also involved in the crash, though details were scant.At least one person was left with serious injuries. The CHP described the incident as related to drunk driving, but it wasn't clear if anyone was taken into custody.  744

SAN DIEGO (CNS) - A towering palm tree and the tree trimmer strapped to it came toppling down inside the lobby area at a University City-area hotel Thursday. The tree was being cut down at Embassy Suites by Hilton San Diego-La Jolla, 4550 La Jolla Village Drive, when it struck a person shortly before 11 a.m., according to police and the San Diego Fire-Rescue Department. San Diego Police told 10News the injured man was a tree trimmer. Medics took the victim, to Scripps Memorial Hospital La Jolla. Joe Jaha, a supervisor at Arbor West Tree Surgeons, says a 3-man crew was at the hotel to take down three large palms in the lobby. He says the tree trimmer was 30 feet up the final, 40-foot palm. He had taken off the top and was trying to bring it down when the tree uprooted, with the tree and tree trimmer crashing to the ground. The tree trimmer, a man in his 30s, suffered a broken leg and arm."It had highly unusual, shallow roots, which we couldn't detect until it was too late. SAN DIEGO (CNS) - Health officials in San Diego County reported 269 new COVID-19 infections Sunday, bringing the total to 54,583 since mid-February, and two new deaths, bringing the overall fatality total to 870.The two deaths were men reported to have died earlier this month. They ranged in age from late 60s to early 70s, according to the San Diego County Health and Human Services Agency.Of the 10,819 new tests reported, 2% returned positive. The 14-day rolling average percentage of positive cases is 2.7%. The 7-day daily average of tests is 11,127.Two new community outbreaks were confirmed, one in a health-care setting and the other in a restaurant. In the past seven days -- Oct. 18 through Oct. 24 -- 26 community outbreaks were confirmed.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Of all cases, 3,850 -- or 7.1% -- have required hospitalization. And 889 -- or 1.6% -- of all cases and 23.1% of hospitalized cases had to be admitted to an intensive care unit.Meanwhile, all students at San Diego State University remained under a stay-at-home advisory announced Thursday. The advisory began at 6 p.m. Friday and will run through Nov. 2 at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events where physical distancing cannot be done. Students are advised to stay home unless they had an essential need.The university has had a total of 1,237 COVID-19 cases since the fall semester began, including 419 among students living on-campus, 789 among students living off-campus, 16 among faculty and staff and 13 among "visitors" -- defined as someone who has had exposure with an SDSU-affiliated individual.Chancellor Pradeep Khosla announced Thursday that all employees able to effectively work remotely will continue to do so through March 12, the end of its winter quarter."Empowering employees to continue to work from home whenever possible greatly reduces the population density on campus, which helps protect our students, student-facing employees and other essential staff working on site," said Nancy Resnick, UCSD's chief human resources officer.On Tuesday, despite an unadjusted daily COVID-19 case rate of 7.8 per 100,000 population, the county was again able to avoid being pushed into the purple tier of California's four-level reopening system, which would have placed indoor activities at restaurants, movie theaters, gyms and a number of other locations in jeopardy.The state adjusted the data for the week of Oct. 4-10 down to 7 per 100,000 -- the highest it can be without heading into the purple tier -- due to the county's high rates of testing. The data are reported on a one-week delay.The state reported that the testing positivity percentage for the region increased from 3% to 3.3%, but it still remains low enough for this metric to remain in the orange tier. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.7 to 5.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance. 3392

  

SAN DIEGO (CNS) - A thief armed with a pistol robbed an 18-year-old San Diego State University student near the southern outskirts of the college campus early Thursday.The victim was walking in the 5500 block of Montezuma Road when the robber confronted him about 12:45 a.m., according to SDSU police.After stealing the student's wallet, the bandit fled to a waiting white Toyota Prius and was driven out of the area by an accomplice. No injuriesor gunfire were reported.The robber was described as a thin, roughly 5-foot-10-inch black man in his late teens or early 20s, wearing black pants and a white shirt. Nodescription of the getaway driver was available.Investigators were reviewing surveillance-camera images of the crime, according to the campus police department. 781
