SAN DIEGO (KGTV) - San Diego-based Qualcomm is bringing tech companies together this week to showcase innovations in technology at its Smart Cities event. Zee Munir is in San Diego to display a giant touchscreen system. It puts everything teachers need for lessons at their fingertips. Teachers can record lessons and even have an extra set of eyes. “The cameras would show whether the student is paying attention or not dozing off or not,” Munir said. The first-of-its-kind event is designed to make it easier for governments to identify and use the smart innovations, which include parking meters, license plates, and even vacuums. Snajeet Pandit of Qualcomm said San Diego is where much of the smart tech begins. “San Diego compared to other cities adopted tech much faster rather than waiting and watching so they are at the cutting edge of deploying tech,” Pandit said. 882

SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. SAN DIEGO (KGTV) -- Several men tried to scale the border fence at Border Field State Park Thursday evening.Video shows the men sitting on top of the wall attempting to get over. Border Patrol responded and agents were able to break up the crowd on the Mexico side of the border. Following the incident, the agency said it is willing to add agents in the area as needed. According to Border Patrol officials, about 167 arrests are made per day at the San Diego sector of the border. VIDEO: Migrants climb over border fence at Border Field State ParkEarlier in the week, dozens of migrants were caught on video climbing over the same section of the border fence. During that incident, several people successfully made it over the fence and onto the beach on the U.S. side of the border before being apprehended by agents. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. 1036

SAN DIEGO (KGTV) - Strong Santa Ana winds moved through San Diego County Tuesday, toppling a big rig as it traveled on Interstate 8 near Alpine. The crash happened at 8:30 a.m. in the eastbound lanes at Willows Road, blocking the left lane for about an hour and a half, CHP officer Jim Bettencourt reported. Another semi overturned on Interstate 15 in Fontana. San Diegan Bashar Shebo was driving through the area on his way to Las Vegas.
