SAN DIEGO (KGTV) — An autopsy report released on Trevor Heitmann, the teenager known as "McSkillet" on YouTube, is revealing details about what happened before he crashed his vehicle on Interstate 805.The report says Heitmann’s parents called the police to request a psychiatric evaluation stating, “On August 23, the decedent's parents contacted the local police department to request a psychiatric evaluation but were informed that the evaluation could not be performed as the decedent had not broken any laws."The statement means hours before Trevor Heitmann drove his car down the freeway killing two people, police were at his house.RELATED: Autopsy details mental state of McSkillet before deadly I-805 crash"Even though police are trained to identify mental health issues and mental illness issues they just can't take someone off the streets unless there is such conduct to warrant it,” said attorney Kenneth Rosenfeld.Rosenfeld, who has no connection to this case, explained law enforcement does have the ability to detain someone using the 51-50 law. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. SAN DIEGO (KGTV) — A San Diego Navy training school has been closed after a third sailor with ties to the location tested positive for coronavirus.The Navy said the sailor, who tested positive for COVID-19 on March 14, is stationed on the USS Essex and was attending Training Support Command San Diego.
