BEIJING, Jan. 26 (Xinhua) -- Chinese Premier Li Keqiang presided over a meeting with experts and business leaders on Monday to seek opinions on the government work report, which will be officially unveiled in March.
The proposals to building the Silk Road economic belt and the 21st century maritime Silk Road were initiated by Chinese President Xi Jinping in 2013. The former is to be established along the ancient Silk Road trade route, stretching northwest from China's coastal area through Central Asia, the Middle East and on to Europe, while the later will run through the country's south to Southeast Asia.
Specifically, the document urges enhanced consultation in law-making: for divisive issues, procedures including careful study, verification and consultation must be completed to reach broad consensus before draft bills are submitted for voting.
He also urged efforts to promote the virtue of honesty and polite tourist behavior, and crack down on undesirable activities of polluting environment and spreading harmful information on the Internet.
"If the city legislature can turn successful policies in the pilot project to a local law, the policies will become more permanent arrangements and benefit the city that has suffered serious soil pollution. Otherwise, it might take a very long time for a local pilot project to be incorporated into a national law," she said.
