BEIJING, Aug. 11 (Xinhua) -- Prosecutors have approved the arrest of four employees of the Anglo-Australian mining giant Rio Tinto Ltd. on charges of trade secrets infringement and bribery, according to a statement of China's Supreme People's Procuratorate late Tuesday. Preliminary investigations have showed that the four employees, Stern Hu, Liu Caikui, Ge Minqiang and Wang Yong, had obtained commercial secrets of China's steel and iron industry through improper means, which had violated the country's Criminal Law, according to the statement.     Prosecution authorities also found evidence to prove that they were involved in commercial bribery. Four employees of the Anglo-Australian miner Rio Tinto Ltd. have been arrested over alleged stealing of China's state secrets, including Stern Hu, general manager of the company's Shanghai offic. The four people, including Hu, had been detained by China's security authorities Sunday evening    Investigations have also revealed that there were suspects in China's steel and iron enterprises who were providing commercial secrets for them.     The four were detained in Shanghai in early July on charges of stealing China's state secrets.          Stern Hu, an Australian citizen of Chinese origin, was general manager of the company's Shanghai office and was in charge of the iron ore business in China.     Hu was a long-standing employee of Rio Tinto and had lived in Shanghai for a number of years with his wife, who is also an Australian citizen.     The other three, who also worked in the Shanghai office, are Chinese employees of the company.

URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

LANZHOU, Sept. 21 (Xinhua) -- Chinese President Hu Jintao has written a congratulatory letter to mark the 100th anniversary of the founding of Lanzhou University in northwest China's Gansu Province.     The university has been sticking to its motto of making constant efforts to become stronger and fostering its own features, and has developed glorious patriotic and academic traditions, Hu said in the letter.     After the founding of New China and particularly the country's reform and opening up, Lanzhou University has shared the fate of the nation and kept pace with the times, and made important contribution to the economic and social development in the western regions, the president said.     He expected the university to contribute more to supporting the national program of developing the western regions, building an innovation-oriented country and a moderately prosperous society in all aspects, and stepping up the socialist modernization drive.     A grand gathering was held Saturday to commemorate the centenary of the university. BEIJING, Sept. 12 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Saturday urged concrete measures to maintain stability, which he described as an "arduous" task.     Zhou Yongkang, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks at a meeting after hearing reports on the preparation for the security during the National Day holiday and the situations in the country's far western Xinjiang and Tibet.     "While on the whole the social situation is stable, the country now faces grave challenges in maintaining stability, and the task is arduous," Zhou said.     Currently, the overwhelming political task is to maintain the stability of the capital, said Zhou.     Grand celebrations will be held on Oct. 1 in Beijing to mark the 60th founding anniversary of the People's Republic of China.     Zhou urged officials and security workers to "fully prepare themselves for the most complicated situation" in order to ensure the smooth run of all activities during the National Day holiday.     Describing the security campaign as a "people's war", Zhou urged the capital's neighboring areas to strengthen security check and stamp out any factors that might harm stability outside Beijing "with utmost efforts."     Zhou noted that maintaining stability in Xinjiang, where recent needle attacks caused public scare and triggered mass protests after the riot on July 5, is also one of the most significant missions.     The riot left 197 people dead in Urumqi, the regional capital of Xinjiang, while five died during the mass protests in the city last week.     In addition, Zhou urged the local government in Tibet Autonomous Region to strengthen management on monasteries and "strictly" prevent any harmful attempts from separatists.     He said currently people across the country are all hoping for stability and development and "we are fully confident" in managing the security well around National Day.

VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China.
