MEXICO CITY (AP) — Mexico has reached a deal with the United States to pay the shortfall in its annual contribution of water from border-area rivers, by transferring rights to water held in border dams that normally supply cities and towns downstream. The agreement announced Thursday allows Mexico to meet the Oct. 24 deadline which, if missed, could have endangered a cross-border water-sharing treaty that greatly benefits Mexico. Mexican officials said they still have enough water in other dams to satisfy drinking water requirements for border cities like Reynosa and Matamoros. 592

Lucy Hernandez says she struggles to wake up every morning. The Chicago fall weather makes battling her depression even harder. The sound of her alarm reminds her that she needs to get out of bed and help her daughter start her virtual learning class.“I have been working in the company for 20 years," Hernandez said. “It's like one day you come to work, and they tell you, ‘We don’t have a job for you.’ It is stressful. I have been going through depression.”A recent Pew Hispanic survey shows that U.S. Latinos are among the hardest hit by pay cuts and job losses because of the COVID-19 pandemic. Hernandez says it could get worse for her family.“My husband works at a hotel and his place is open, but who knows what is coming,” said Hernandez.Hernandez says her layoff has changed her perspective about the presidential election and will vote for the person who she thinks will bring back jobs. While hotel workers like Hernandez struggle to find a job, employees at Mi Tierra Restaurant work diligently to make sure every customer is pleased with their service. Prisila Fuentes manages the family business and knows that no restaurant is safe during the COVID-19 pandemic."It’s been a struggle,” Fuentes said. “We have been getting back to what we were pre-COVID-19, but it’s a long way from what we had before.”The Fuentes family made the tough decision and closed their doors in April to strategize.More than half of their employees were laid off for a month, but they were later called back.Fuentes says that her recent business struggles will be factors when voting for the next president. She has not committed to either candidate and hopes to get more clarity on their plans for the economy, an issue that for many Latinos is the bottom line in this election. 1777

March 11 was a day many Americans will remember. It was the when the World Health Organization declared the coronavirus a pandemic. That same day, the NBA suspended its regular season. It is also when President Donald Trump suspended non-essential travel between Europe and the United States. The world was changing quickly.Earlier in the day, the NCAA announced that its upcoming NCAA Tournament would only be played in front of a TV audience. Conference tournaments continued on that evening, but there was uncertainty on whether they would continue. The next day, the NCAA ended the college basketball season. On Wednesday, college basketball will resume, and in many ways, the situation around the coronavirus has not improved since that March day. On Tuesday, more than 2,000 people died from the coronavirus, and there are currently 88,000 hospitalized with COVID-19, according to the COVID Tracking Project.Despite the challenges of playing amid a pandemic, a majority of Division I college basketball programs are set to start the season, with the first games being played on Wednesday. It probably comes as no surprise, but the virus has already played havoc with the schedule.Games involving six Top 25 teams have been postponed or canceled for Wednesday. The most notable matchup canceled for Wednesday is the game between No. 2 Baylor and No. 18 Arizona State. Arizona State will instead play Rhode Island.College basketball is also working around government regulations. For New Mexico State, the basketball program picked up and moved to Arizona due to local restrictions. While dozens of games have been scrapped for Wednesday, the majority of scheduled contests are expected to go on, but before few if any fans in attendance. 1745

MCALLEN, Texas (AP) — Authorities say two police officers were shot and killed Saturday by a suspect who later fatally shot himself in a South Texas border town after responding to a domestic disturbance call. McAllen Police Chief Victor Rodriguez identified the slain officers as 45-year-old Edelmiro Garza and 39-year-old Ismael Chavez. Garza was an officer with the police department for more than eight years while Chavez had over two years of experience. Police say the officers first met with two people who reported assaults that took place inside a nearby home on the south side of the city. The alleged shooter, whom police identified as 23-year-old Audon Ignacio Camarillo, opened fire when officers attempted to enter the home. 746
