THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. Asser Institute commented, "but also, strangely enough, that they are women.""Although it may be too early to say, perhaps their nomination forebodes a new attitude towards the ICJ and international law," Ribbelink added.Shortly after the swearing in ceremony, Xue and Donoghue joined their colleagues to start public hearings of a case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination between Georgia and Russia."More than a dozen cases are on trial now and all the judges have a lot of work to do," which shows that most governments attach more and more importance to the ICJ, said Xue, who turns 55 on Wednesday."This will benefit the development of international law and bring profound influence to the international society," she added.Donoghue, a former legal adviser in the U.S. Department of State, was elected to the ICJ on Sept. 9.The ICJ, the principal judicial organ of the United Nations, has 15 judges who are each elected to a nine-year term of office and may be re-elected. In order to ensure a measure of continuity in the composition of the court, one third of the membership is renewed every three years.

JERUSALEM, Oct. 13 (Xinhua) -- Visiting Chinese Middle East envoy Wu Sike on Wednesday met with Israeli Deputy Prime Minister Dan Meridor in Jerusalem. They discussed Sino-Israeli relations and the current status of the Middle East peace process.China has consistently advocated that all concerned parties settle their differences through negotiations, and achieve comprehensive peace in this region, said Wu. The direct talks between Israel and the Palestinians, which started early September, is an important opportunity in the peace process, and has firm support from China, he added.Wu said that China is deeply concerned about the present stalemate in the talks. Chinese government calls for efforts from all parties to show flexibility and compromise on various issues, including settlement construction, so as to put the negotiation back on track, reach a final-status agreement, and realize peaceful coexistence between Israel and the Palestinians, he said.Meridor speaks highly of the active role China has played in promoting the Middle East peace process. Israel is now working to achieve the two-state solution, he said, adding that his government is willing to coordinate with other parties and find a solution to break the deadlock in direct talks.Israel is the second leg of Wu's Middle East tour, which will take him also to Palestinian territories, Egypt and Turkey.Israel and the Palestinians resumed direct negotiations on September 2 in the United States. BEIJING, Nov. 3 (Xinhua) -- The Consumer Price Index (CPI), the main gauge of inflation in China, is likely to rise 4.1 percent in October after accelerating to a 23-month high of 3.6 percent in September, the Bank of Communications forecast on Wednesday.The bank, China's fifth largest lender, said in a report that the index would see moderate dips in the coming two months amid decreasing demand due to the slowing economy.But oversupply of liquidity at home, surging food prices, rising labor costs, and pressures caused by imported inflation would mean very limited room for the index to drop, the report said.The report predicts China's CPI would rise 3.1 percent for the entire year of 2010, topping the government's target to keep the inflation rate under 3 percent.It also forecast food prices would rise further during the first half of 2011.Food prices, which account for one-third of weighting in calculating the CPI in China, climbed 8 percent in September, pushing the CPI to the highest level in nearly two years. Food prices had risen 7.5 percent in August, 6.8 percent in July, and 5.7 percent in June.

BEIJING, Sept. 19 (Xinhua) -- Chinese Vice Foreign Minister Wang Guangya made solemn representations to Japanese ambassador to China Uichiro Niwa on Sunday evening to express strong indignation and protest against Japan's prolonged detention of a Chinese skipper."The incident created by the Japanese side has severely damaged China-Japan relations," said Wang, stressing how the situation develops completely depends on what choices the Japanese side will make.The Japanese authorities on Sunday afternoon extended the detention of the captain to Sept. 29.Two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands on Sept. 7. The Japanese side illegally seized the Chinese trawler and fishermen, and continued to illegally hold the Chinese captain despite firm protests by the Chinese side.Wang warned China will take strong counter measures if the Japanese side fails to release the Chinese captain immediately and unconditionally."Japan shall bear all the consequences that arise," he noted.Sources with the Foreign Ministry said earlier Sunday China had already suspended bilateral exchanges at and above the provincial or ministerial levels, halted contact with Japan on the issues of increasing civil flights and expanding aviation rights between the two countries.A bilateral meeting on coal has also been postponed.In the mean time, the number of Chinese citizens traveling to Japan as tourists has already declined.

BEIJING, Oct. 4 (Xinhua) -- A 66-member Chinese rescue and relief team sent to provide immediate assistance to flood ravaged Pakistan returned from the Pakistani port city Karachi to Beijing by charter flight Monday, officials said.China sent two rescue and relief missions to flood-afflicted Pakistan since the end of July when floods began taking their toll, said officials from China Southern Airlines Company Limited, which transported the team.The return of these 66 members, including medical workers, experts from the China Earthquake Administration, rescue soldiers as well as journalists, marked the end of the two rescue missions, noted officials.In response to the worst flooding in Pakistan's recent history, China's help included monetary assistance, urgently needed relief goods delivered directly to affected areas, a convoy of 101 trucks to the northern parts of Pakistan, two rescue and relief missions for providing medical relief to the victims, four military helicopters for carrying out rescue missions and an additional 200 million U.S. dollars for post-disaster reconstruction besides the previous 320 million yuan (47 million U.S. dollars) worth of humanitarian supplies.
