SAN DIEGO (KGTV) - President Trump restored the rank of Chief Eddie Gallagher Friday following a conviction for posing with a dead Islamic State captive in Iraq in 2017. The San Diego Navy SEAL was demoted to Petty Officer First Class in July, following eight hours of deliberations by a military jury. He was acquitted of murder and other charges in the case. SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460

SAN DIEGO (KGTV) - Puerto Ricans are living in fear after hundreds of earthquakes rocked the region, according to a San Diegan with family there.Tommy Rosas last lived on the island when he was 14. Though he moved to the mainland, Puerto Rico never left him."It hurts," he said sadly, "every minute of the day, I walk, breathe, sweat, cry Puerto Rico."He's been hurting more for his home since 2017, when Hurricane Maria hit. "My family moved, with the exception of a couple cousins who live in Cabo Rojo." He said it was too much to start over an most of his family moved to the states."The electrical grid is ancient, and it has to be repaired. They started the repairs little by little, then the earthquakes hit," saying in frustration, "whats next? What did Puerto Ricans do to deserve this?"The shaking started December 28th, the biggest quake struck January 7th, registering a magnitude 6.4."There's thousands of people living on the streets, because of their homes being destroyed or they're afraid of their home collapsing on top of them." Rosas said friends described the desperate living conditions through social media.Rosas gave a friend a flash light as a gift before he went to Puerto Rico a few months back. He said it was a joke, but now that friend now using it regularly, "he's in Isla Verde, so they lost power there, and it's periodically, it comes and goes. The food supply, water," he said was dwindling.He said a group caravaned from the north side of the island bringing supplies like diapers, formula and juice to those affected by the earthquakes.The positivity keeps Rosas going, "we don't give up, we won't lay down and say okay."He raised ,000 for supplies for the island and is planning another fundraiser. SAN DIEGO (KGTV) - One of the top brass at the San Diego Sheriff’s Department is facing an allegation of inappropriate conduct, Team 10 confirmed.A San Diego Sheriff’s spokesperson confirmed that Assistant Sheriff Rich Miller received a complaint and released this statement to Team 10:"The Department has received a complaint alleging inappropriate conduct by Mr. Miller. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686
