BEIJING -- China and Japan on Thursday expressed the hope that bilateral ties should move headway as they staged grand activities marking the 35th anniversary of the normalization of diplomatic ties."Chinese and Japanese politicians made strategic decision to normalize diplomatic relations 35 years ago, turning a new chapter of the Sino-Japanese ties," Chinese Premier Wen Jiabao spoke to visiting Japanese guests including former Japanese prime ministers Mori Yoshiro and Tomiichi Murayama.China-Japan relation is facing good momentum of development and opportunities, and the Chinese government will continue its friendly policy towards Japan to develop friendly neighbouring relations of cooperation, Wen said.At the grand reception with 600-odd attendance, Chinese State Councilor Tang Jiaxuan said the China-Japan ties have witnessed ups and downs during the past 35 years, and now back to normal track for development due to joint efforts by both governments and peoples."Chinese and Japanese leaders kept frequent contacts and communication in the past year, reaching important consensus on the target of peaceful co-existence, long-lasting friendship, mutual cooperation and common development, which should be cherished by both nations," Tang said."China and Japan are facing bright future and shoulder responsibilities in developing bilateral ties," Tang said.China would like to work with Japan to continuously push forward bilateral relations for long-term and stable growth based on the three political documents and keeping in mind the spirit of "taking history as a mirror and looking to the future", Tang said.Echoing Chinese leaders' remarks, Mori Yoshiro and Tomiichi Murayama said Japan-China relations enjoy great improvement and development in the past year through joint efforts of both sides, and the two countries witness sound cooperation in fields of economy, culture, sports and youth exchanges. They suggested both countries take the opportunity of the 35th anniversary to step up strategic mutual-beneficial ties, keep high-level exchanges, and facilitate cooperation in the key areas such as environmental protection and energy saving. The Japanese guests also called on to promote youth exchanges and cooperation between localities, in a bid to cement mutual understanding and friendship between the two peoples.

BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market. In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. The ICBC hopes to raise the proportion to 10 percent in the future, Jiang said.Domestically, the ICBC has more than 16,800 outlets. With a total asset of over US0 billion, the ICBC has been named as the second largest bank of Asia and the most profitable bank with a net profit of over US billion, according to a listing of HK Asia Week of "Top 300 Asia Bank".Apart from expanding its global presence, the bank has been engaged in financial innovations at home. In September, China's banking regulator approved the bank to set up a leading company with a registered capital of 2 billion yuan (US5.96 million), the largest of its kind in the Binhai New Area of Tianjin, which will help improve the bank's performance by shifting its profits from interest income to intermediary services.Jiang said the bank's non-performing ratio would be hopefully kept under three percent this year, much lower than the industry's average of eight percent. Bad loan ratio in term of real estate property stood at 1.4 percent in the first half.

A senior central bank official has rejected calls for a quicker increase in the flexibility of the renminbi exchange rate, saying the currency's role in rectifying global economic imbalances should not be exaggerated. Hu Xiaolian, deputy governor of the People's Bank of China, said more attention should instead be paid to growing protectionism to safeguard the health of the world economy, according to a central bank statement and Xinhua. She was speaking in Washington on Saturday at a conference during the semi-annual meetings of the International Monetary Fund (IMF) and the World Bank. The meetings are a venue for key financial officials of the two institutions' member countries to discuss global economic issues. Officials and economists at the IMF, which has a mandate to safeguard the global economy and render advice to member countries, said that Beijing should pursue a more flexible exchange rate, for the sake of both the Chinese economy and a more balanced global economy. However, China did not seem to see the advice as being appropriate. "The fund... should respect its member countries' core interests and actual economic fundamentals," Hu was quoted as saying. "Biased advice would damage the fund's role in safeguarding global economic and financial stability." In July 2005, China abandoned the renminbi's decade-old peg to the US dollar and let the currency appreciate by 2.1 per cent. Since then, it has gained almost another 5 percent against the dollar. However, there has been a persistent international chorus, led by the United States, arguing that China has not been moving quick enough in letting its currency rise. US lawmakers have said that the country's trade deficit was partly caused by what they believed an undervalued Chinese currency. Chinese officials say the yuan's flexibility would gradually increase but argue that radical steps would generate shocks in the Chinese economy which could spread to the rest of the world. "The IMF... should attach significance to stability of domestic economies (of member countries) when observing their contribution to outside stability," Hu said. She said the IMF should strengthen surveillance over the soundness of economic policies of countries whose currencies are used as major instruments in other countries' foreign exchange reserves. She was clearly referring to the US, whose low savings rate, and fiscal and trade deficits are agreed to be a key cause for global economic imbalances. Hu also called attention to what is seen as a rising protectionist sentiment, which has been causing troubles for China's exporters. "We call on all countries to harness the opportunities created by globalization... and resolutely oppose protectionism," she said.

SHANGHAI: The children of migrant workers in Shanghai are turning against their hometowns and becoming arrogant, it has been claimed.Kids brought up in Shanghai have a feeling of superiority when they return to their birthplaces, Zhang Yichao, the founder of a chorus group who has been organizing trips for the young migrants to the countryside, said. The 35 chorus group members are aged from 11 to 16, born in rural areas and are growing up in Shanghai. They were making 12-day trips to their hometowns of Anhui, Jiangxi and Jiangsu provinces last month.Zhang set up the chorus in February last year with an American. It is the first troupe in Shanghai comprising the children of migrant workers.Following an 18-month training course by voluntary teachers they put on performances at venues such as the Shanghai Oriental Art Center and Jinmao Tower, China's second-highest building. On their visits to the countryside the kids held chorus and solo shows, with electric instruments, for the farmers. They also played games with local children and collated information to write reports."Few of these children maintain their affection for their hometowns and they don't like the countryside. I hope these trips will help them remember their early childhood and the rural areas where they were born," Zhang said. For the first few days, he said, the kids kept their distance from farmers, complained about dirty toilets, muddy sidewalks and shabby housing. They even hid the fact they were from rural areas themselves."It's obvious these children liked the feeling of superiority in front of their country fellows," Zhang said."What we can do, however, is help them face up to the fact they were born in rural areas and perhaps then they will be more fond of these places."They are still young and innocent and I believe they will build up a positive life philosophy and make their own contributions to society," chorus volunteer Liu Jing said."Children of migrant workers need more education in all aspects of life. This trip to the countryside is just a small part and we are organizing other activities," Zhang said.

CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said. The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. It advised residents to take trains in the next few days.He Ping, a 49-year-old company employee, drove from Deyang in northern Sichuan to Chengdu through the Chengdu-Mianyang Expressway Sunday afternoon."I've driven for nearly 20 years and have never seen such heavy fog before. I could not even see the line separating the fast lane from the slow one," He told China Daily.Meanwhile, heavy fog also persisted in Hebei, Henan and Shaanxi provinces for consecutive days. The poor visibility forced highways to close and delayed flights Sunday. The Xi'an-Baoji Expressway in Shaanxi Province was closed on Saturday as visibility in some sections was less than 2m.Meteorologists also attributed the fog to a combination of high humidity, lower temperatures and low wind speeds in the affected regions.Xinhua contributed to the story
