SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot. The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. Gilliam Bar Association for their passionate advocacy in moving this proposal forward.”If passed by voters, the initiative would dissolve existing review boards and replace it with a commission that would operate independently from the mayor and police department. The new commission would have full-time legal council and subpoena power to complete witness testimony and seek records, according to the City Council.Commissioners would also be appointed by the City Council.Barbara Bry released the following statement after the announcement: 1249

SAN DIEGO (KGTV) - San Diego is giving dockless scooters and bikes preferred parkingThe city is in the process of installing 330 rideshare scooter and bike spaces throughout downtown. The first few of them have been spotted in Cortez Hill. “I think it’s smart,” said Carlos Navarro who work at a restaurant in the Gaslamp “they drive by our store — running into the customers or hit the cars that are parked.” The city says the spaces are being placed at red zones where cars cannot park. “It’s not going to be as crowded or cluttered,” said scooter rider Autumn McFeeley, “the city must really like them.” A class action lawsuit was filed against the city earlier this year claiming San Diego has failed to maintain pathways for people with disabilities. “Allowing there to to be safe storage and parking for those vehicles off the sidewalk is a much better approach, said Colin Parent with Circulate San Diego, “it’ll help minimize those kinds of conflicts” The city of San Diego says more information will be made available about this project in coming days. 1069

SAN DIEGO (KGTV) — San Diego County law enforcement officials have joined together to decry the death of a black man who died after a Minneapolis police officer knelt on his neck until he passed out.Friday, San Diego Sheriff Bill Gore was the latest official to issue a statement, saying "we must do better" on Twitter."Now, as frustrating as it may be, we must let the criminal justice system run its course. The men and women of the San Diego Sheriff's Department hold ourselves to a very high standard and work everyday to build trust with the communities we serve. Mr. Floyd's death in Minneapolis is a harsh reminder of how the actions of a few can quickly erode that trust," the sheriff wrote.RELATED: La Mesa officer in arrest video placed on leave, pending investigationEarlier this week, San Diego Police Chief David Nisleit also issued a statement echoing the same call for departments to "do better.""The SDPD expresses its sincere condolences to the family of George Floyd. Our profession must do better," Nisleit wrote. "We will continue to work tirelessly to build trust, establish clear policies, ensure consistent training, and maintain open and honest dialogue with our communities."RELATED: Prosecutor: Officer laid on George Floyd’s neck for almost nine minutesChula Vista's Police Chief Roxana Kennedy added, in part, that "we recognize that law enforcement must continually foster a professional culture that prioritizes compassion and care for human life. While I hope and pray an incident like this would never occur in Chula Vista, it is important to openly acknowledge examples of police misconduct so that we remain vigilant in the course of our work."Floyd's death sparked mass protests across the nation and riots in Minneapolis this week. RELATED: Officer who knelt on George Floyd's neck has been charged with his murderThe officer seen in witness video of the arrest, Minneapolis police Officer Derek Chauvin, has been fired, arrested, and charged with third-degree murder and manslaughter in connection with Floyd's death.
