They expressed their satisfaction over signing a science and technology and innovation cooperation plan. The two presidents agreed to increase space cooperation and continue joint work on satellite research.     China and Brazil in 1988 launched an earth resources exploring satellite program known as CBERS, and three satellites have so far been launched. The information collected by the satellites was offered to other developing countries for free. The project was considered a technology cooperation model between the developing countries.     The two sides also agreed to expand cooperation in education, culture, press, tourism and sports. China welcomes Brazil to set up a general consulate in Guangzhou, capital city of south China's Guangdong Province, the document said.     Brazil will participate in the 2010 World Expo in Shanghai, and the president wished the World Expo a complete success, according to the communique.     The two developing nations agreed to keep close contacts within the frameworks of the Group of Five(G5) and the BRIC (Brazil, Russia, India and China), and enhance coordination with other developing countries, to increase the participation and voices of developing countries in international affairs.     Hu and Lula da Silva believe and the two countries have taken "important" measures to tackle the global economic downturn, and made positive contribution to maintain respective economic growth and global economic recovery, the communique said. BEIJING, June 11 (Xinhua) -- China's Central Authorities have launched a new round of campaign to crack down on "small coffers" illegally held in the hands of Party and government organizations at different levels.     This year, Party and government departments that completely rely on the budgetary funds are the first to carry out the work and later, the campaign will involve all nongovernmental organizations, state-run companies, and state-held companies, in a step-by-step way, says a document recently issued by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council.     The document, known as "Directions on Deepening the Crackdown of Small Exchequers", criticized the illegal phenomenon, emphasizing that in some areas and departments it has occurred frequently or even seriously. "The masses have responded to it strongly," it says.     It calls these "small coffers" a "cancer" and says they must be eliminated. The illegal phenomenon has resulted in inaccuracy in accounting, disturbance in market order, losses in state income and property and corruption, according to the circular.     It encourages all units concerned to check the problem by themselves and those that pretend to do so will be punished. It pledges to punish those who try to boycott the campaign or retaliate the tippers.     Those that are involving huge sum of the illegal treasuries or criminal activities will be handed over to judicial departments in accordance with law, according to the document.     The Central Authorities have set up a special leading group with members from the Central Commission for Discipline Inspection of the CPC Central Committee, the Ministry of Supervision, the Ministry of Finance, and the State Auditing Administration.     In the late 1990s, the Chinese Authorities conducted the first round of auditing and cracking down on "small coffers" throughout the country.

  

UNITED NATIONS, May 15 (Xinhua) -- China voiced its willingness to further strengthen cooperation with the United Nations on Friday and support the world body to play a bigger role in addressing the global issues.     Chinese Vice Foreign Minister He Yafei made the statement while meeting with UN Secretary-General Ban Ki-moon at the United Nations Headquarters in New York. He also spoke highly of the efforts by the secretary-general to promote all the works of the United Nations.     China backs the efforts to promote the reform of the UN Security Council in order to further improve the UN's ability to deal with all kinds of global threats and challenges in order to enable the United Nations to carry out its obligations under the UN Charter more effectively, He said.     Comprehensive and patient consultations should be made on the reform of the United Nations, and an extensive consensus on the issue should be reached on the basis of taking the interests and concerns of all parties concerned into consideration, he said.     Against a backdrop of the international financial crisis, the United Nations should increase its attention to and investment into the field of development and try its best to mitigate the negative impact of such a crisis on the development countries, He said.     Meanwhile, Ban said that he appreciates China's important role in maintaining the peace and promoting common development in the world.     The world today is facing all kinds of complicated and grave challenges, such as the financial crisis and the climate change, these challenges should be jointly tackled by all countries, Ban said.     The United Nations hopes to see China's bigger role in the world in the future, the secretary-general said. 

  

URUMQI, July 9 (Xinhua) -- The Chinese government and the Communist Party of China (CPC) will severely punish the outlaws in the Xinjiang riot, and restore normal social order in the region as soon as possible, senior Chinese leader Zhou Yongkang said here Thursday.     Authorities would take stability as their top priority at hand, and crack down hard on violence, in accordance with laws to protect the lives and property of people of all ethnic groups, and safeguard ethnic unity, said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.
