SAN DIEGO (KGTV) - A San Diego man was walking downtown to his apartment with a pizza Thanksgiving Day, about to spend the evening alone, when he met a gentleman who asked for a slice.The two sat down, shared the pizza and a conversation. The man who bought the pizza, Broc Costa, said the conversation with the homeless man was enlightening. He learned the man was a veteran trying to get mental health services in California, splitting his time between San Diego and Arizona where his wife and kids live.He said it was too expensive to live or buy a hotel room here so he was on the street. "To be blunt, we're all about one or two paychecks away from being in the same situation," Costa said.So next year he bought 5 pizzas to hand out, the next 20 and the year after that, 20 more.This tradition started 7 years ago.Now Costa's raising money and sending volunteers across the county to deliver pizzas to homeless where they reside."It would be really cool for him to see what he started, because he's just as important in this as I was," Costa said he wishes him the best.This year they're at Petco Park's tailgate parking lot near the pedestrian bridge, in Escondido and Pacific Beach delivering more than 50 pizzas and serving 500 to 1,000, according to Costa. 1304

SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. The cost is estimated - per rider and tickets would be sold online and at the attraction.The proposed location is in the Plaza de Panama, near the Museum of Art."Anything that's for the kids, anything that's kind of easy, accessible entertainment, I support," San Diegan Samantha Pearson said.Entertainment at 148 feet in the air, just 52 feet short of the California Tower.The next presentation will be for the Balboa Park Cultural Partnership Board October 28. SAN DIEGO (KGTV) -- A Team 10 investigation discovered a North County deputy was found deceptive to a question on a polygraph exam before he was employed with the San Diego County Sheriff’s Department.A transcript from a separate case involving the deputy, which is currently working its way through the federal court system, revealed this new information.According to the transcript from that case, Deputy Kyle Klein denied ever being associated with a white supremacist organization during a polygraph exam. The polygraph exam report indicated he was being deceptive to that question, the court transcript said.Klein is being sued for allegedly using excessive force against a North County man.The lawsuit filed by Thomas deLeon III alleges that in December 2016 he was thrown to the ground and repeatedly punched and kicked in the area of his head, face, neck and spine."Looked like he got beat up, like a whole bunch of guys punched him in the face," said deLeon's sister Marlene deLeon.Marlene said physical injuries aside, her brother is suffering emotionally. He was not up for an interview for this story, but his sister said wanted to tell his story. She said since his 2016 encounter with deputies he struggles to leave the house."What did he do to deserve that?” she still questions. "Why did he get beat up? Why did that happen?”According to court documents, deLeon was on his bike when deputies stopped him.“Thomas slowly retrieved his identification from his wallet and handed it to deputies. At all times, Thomas was standing over his bicycle with it between his legs. He was not moving in any direction. Then, suddenly and without warning, Thomas was violently slammed to the ground, his head hitting the asphalt/concrete,” his suit states.A bystander at a nearby fast-food restaurant captured the incident on camera, but the video doesn’t begin until deLeon is already on the ground."He produced his identification, a brief conversation took place and the next thing was he was thrown to the ground,” said deLeon family attorney Brian Cline.Cline said deputies claim at some point Thomas deLeon resisted arrest and that’s why things got aggressive.DeLeon's lawsuit filed against the county, the sheriff and arresting deputies and others claims once on the ground Thomas deLeon was handcuffed, offered no resistance, and then violently beaten."If you've ever seen a professional fight at the point where they stop the fight because it’s gotten too violent, this is where it started and then they continued,” Cline said.The Sheriff's Department wouldn’t discuss the case with Team 10 saying the department can’t comment. Officials also declined a request for an on-camera interview.The county did, however, file a court document asking for the case to be dismissed. 2793

SAN DIEGO (KGTV) - After thousands of Art Institute of California - San Diego students were let down by the institute they trusted, some faculty members are left wondering if they'll receive their final paychecks.Student worker Stefon Harris was waiting for a check on Friday that never came. “Just been checking and checking and checking and it never showed up, it never showed up. I only have in my account," said Harris. The for-profit college abruptly shut down on March 8. The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds.“it was shell-shocking, you don’t plan for stuff like that," said Harris. On Monday Harris received a letter from the court-appointed receiver for Dream Center Education Holdings (DCEH), the parent company of the Art Institute. The letter says that given the financial circumstances funds have not been secured and pay is delayed. The letter goes on to say they are doing everything they can to expedite payment for funds owed. 1073

SAN DIEGO (KGTV) - A young man was trapped in his car after a crash on southbound Interstate 15 at I-805 Monday afternoon.The solo-vehicle crash happened about 1:30 p.m. The man went off the freeway and into a tree, leaving his car a mangled wreck.San Diego Fire Captain Steve Salasz described the rescue as a “complicated effort”.Several firefighters used saws to free the man, whose foot was stuck in a floorboard.The man, who was alert and talking during the rescue, was taken to Scripps Mercy Hospital for treatment.There was no word on his condition but Salasz described his injuries as “severe”.Investigators did not release the cause of the crash. 662
