Citing deadlock in negotiations between the administration and congressional Democrats to create a second stimulus bill, President Trump signed four executive orders Saturday aimed at helping Americans struggling with the ongoing pandemic.Here is a look at what each one says and what next steps could be.Unemployment benefitsOne of the most highly-anticipated and most debated executive order is focused on increased weekly benefits for those claiming unemployment. President Trump’s executive order would make it 0 a week and require states to provide 25 percent of the funds.The CARES Act had added an additional 0 a week to what states offered in unemployment benefits. The funding came from the federal government for that added weekly benefit, and ended August 1.It's unclear whether states have the money or the will to fund the new plan. Connecticut Gov. Ned Lamont says it would cost his state alone 0 million to provide the extra benefit through the rest of 2020.He is one of several who have come out since Saturday’s announcement and expressed concern at states being able to afford to participate in the extra unemployment benefits.Many states are already facing budget crunches caused by the pandemic. Asked at a news conference how many governors had signed on to participate, Trump answered: “If they don’t, they don’t. That’s up to them.”By Sunday night, Trump clarified how the process could work, telling reporters states could apply to have the federal government provide all or part of the 0 payments. Decisions would be made state by state, he said.On CNN’s “State of the Nation” on Sunday, White House economic adviser Larry Kudlow said conflicting things about whether the federal money was contingent on an additional contribution from the states.Initially Kudlow said that “for an extra 0, we will lever it up. We will pay three-quarters, and the states will pay 25 percent.” In the same interview, though, he later said that “at a minimum, we will put in 300 bucks ... but I think all they (the states) have to do is put up an extra dollar, and we will be able to throw in the extra 0.”A clarifying statement from the White House said the “funds will be available for those who qualify by, among other things, receiving 0/week of existing assistance and certify that they have lost their jobs due to COVID-19.”Evictions moratoriumThe previous moratorium, which was part of Congress-approved aid earlier this year, ended at the end of July, leaving an estimated 12 million households potentially at risk that were protected. Some states have taken action on their own to extend the moratorium, but not all.The original ban on evictions applied to mortgages that were backed by federal funds. By some estimates, this only covered about a fourth of the country’s rental units. The majority of units have private mortgages or owners and were not covered by the ban.The new executive order signed Saturday states "the Secretary of Health and Human Services and the Director of the CDC shall consider whether any measures temporarily halting residential evictions of any tenants for failure to pay rent are reasonably necessary to prevent the further spread of COVID-19."The president’s plan calls on the Housing and Urban Development and Treasury secretaries to identify any available federal funds to “provide temporary financial assistance to renters and homeowners" who are "struggling" to pay mortgages and rents.On Sunday, White House economic advisor Larry Kudlow said the order will put a complete stop to evictions.“The health secretary has the authority, working with the CDC to declare it an emergency. And, therefore, there will be no evictions,” Kudlow said in an interview with CNN. He reaffirmed that if Health and Human Services declares an emergency, evictions will be stopped.Kudlow added that the executive order sets up “a process. A mechanism. I can't predict the future all together. All the federally financed, single families and multifamilies will be covered as they have been.”There has been no update yet on how long this process could take to identify available funds, and how much assistance the administration could provide.Payroll taxesTrump’s executive order on payroll taxes is a postponement of the collected taxes until the end of the year, and defers the due date for the portion of taxes paid by employees. Federal payroll taxes are roughly 6.2 percent for Social Security and 1.45 percent for Medicare.The deferment would only apply to employees making less than roughly 0,000 a year.Think of it like the deferring of federal income taxes, American still had to file and pay their taxes but they weren’t due until July 15.The payroll taxes would still be due at the end of the year, and companies control whether the taxes are withheld from paychecks or not. There is no word yet if companies will continue to collect the payroll taxes from paychecks in order to pay at the end of the year.President Trump during Saturday’s press conference on the executive orders said if he was elected president he would work to forgive the levy and make cuts to payroll taxes. However, many are clarifying that the power to change tax laws lies with Congress and not with the president.Student loansThe fourth executive order directs the Education Department to extend the student loan relief until the end of the year.Loan payments and the accruing of interest on federally-held students loans is on hold right now until September 30. The executive order would move that date until December, and potentially longer. Trump eluded to possibly extending the deadline out further.Trump originally waived student loan interest by executive order in March, and the policy was clarified to include pausing loan payments and included in the CARES Act passed by Congress. 5841

CLEVELAND — Three suspects were arrested after an officer was shot and killed in Cleveland's Stockyard neighborhood Thursday evening.The unidentified suspects was arrested Friday morning.The shooting occurred around 10 p.m. in the 3200 block of West 65th Street near Storer Avenue, police said.The officer, later identified as Det. James Skernivitz, was rushed to MetroHealth Medical Center where he died from his injuries, according to the Cleveland Police Patrolmen's Association.Police said another person was confirmed dead on the scene but was not a suspect.Skernivitz's identity was held pending the notification of his family, as he is married with children, police said.Cleveland Police Patrolmen's Association said Skernivitz has been on the force for "a while," was "well-liked" and was a "good man.""This one hurts," Cleveland Police Patrolmen's Association president Jeff Follmer said.Skernivitz was a 25-year veteran of the Cleveland Division of Police, authorities said."We definitely need the prayers of the people in the city. Commercial construction is experiencing a huge downtown and has yet to recover since it dipped at the start of the pandemic. But in contrast, residential construction is experiencing historic demands.“It's been a remarkable year for housing,” said Robert Dietz, chief economist for the National Association of Home Builders.When the pandemic hit, no one was sure what the impact would be on housing.“People need larger homes; they need to fix up their existing homes and frankly there’s not enough inventory on the marketplace so builders are really busy right now,” Dietz said.So busy, in fact, that some are deciding to buy new homes rather than wait for their projected renovation to start. The NAHB is a trade association with 140,000 members who handle all facets of family construction.“We’re looking this year, we think single family construction will be up almost 10% and that will make it the best year for single-family home building since the Great Recession itself,” Dietz said.But that doesn't, by any means, put anyone in a "perfect" position.“There are headwinds on the horizon and the industry has faced a number of persistent challenges that have reduced housing affordability,” Dietz said. “Those would include the persistent lack of skilled labor, lack of lots in high-demand markets, and of course regulatory costs have been a persistent thorn in the side of the industry causing costs to be higher and pricing out home buyers out of the market.”When demand goes up, supply goes down. Lumber prices are at an all-time high. It's taking months for builders to get their materials and supplies, and people are finding themselves stuck.“It can be a frustrating marketplace because you have those historically low interest rates that you want to take advantage of, you’re looking for more space given the changes to telework and all the factors that have changed as a result of the virus but there’s not the inventory there to meet the demand in front of the industry,” said Dietz.Ken Simonson, chief economist for the Associated General Contractors of America, was asked whether some are considering moving into the residential sector because it's doing so much better than the commercial side. He said, "Home building is really a different market."Simonson said the contractors in his organization do “apartment buildings, every type of non-residential building, infrastructure, highways, water and sewer systems, power plants and so forth.” He said contractors across the national saw an initial rebound, but it's been on a steady decline since the spring.“Non-residential construction, there’s a lot of doubt about whether there’s going to be demand for more stores or offices and whether owners whether they’re private or universities or state and local governments have the money to pay for them,” Simonson said.He says it's different in every state and region. Some niche industries are doing okay, like data centers, and the fields of medical device and health care. But most industries, like hotel and retail, for instance, have just about disappeared.“I have to say I’m pessimistic the construction industry is going to lag the overall economy,” Simonson said. “There are hopeful signs about the economy being able to pick up speed in 2021 if enough people get vaccinated and the vaccine proves to be effective.”Construction tends to take a while to bounce back. CLEVELAND, Ohio - The City of Cleveland is aware of 11 COVID-19 cases “stemming from pre-debate planning and set-up,” according to a news release from the city sent Friday afternoon.The city said the majority of cases occurred among out-of-state residents, and at this time, no Cleveland residents have contracted the virus as a result of the debate.The City of Cleveland is working with the Ohio Department of Health, the CDC, and the Cleveland Clinic to contact, interview, issue isolation orders and provide guidance to the individuals who tested positive as part of the debate, the release states.The city’s current contact tracing process involves interviewing the person who tested positive, asking who they live with, who they care for, what work they do, and if they have attended any mass gatherings.Those whose cases stem from the debate will also be asked who they are employed by, who they were in contact with at the debate, how they got to the debate, how long they were there, and if they did any traveling or attended any other mass gatherings recently.Cleveland officials advise anyone who has come in contact with someone who tested positive to self-quarantine. Anyone who was in attendance at the debate who has concerns or symptoms should contact their healthcare provider.“With this event, we know a large number of those in attendance live in another state,” the city stated. “That is why our partnerships with ODH and the CDC are vital.”On Friday, 92 new COVID-19 cases were reported in Cuyahoga County, the largest number in nearly a month. Ohio as a whole saw a spike in coronavirus cases Friday, with 1,495 new cases reported, the highest number since July 31.Cleveland Clinic, which was responsible for the health and safety protocols during the debate, released this statement:“Our thoughts are with the President, First Lady, and all of our guests. As health advisor to the Commission on Presidential Debates and the host site, we had requirements to maintain a safe environment that aligns with CDC guidelines- including social distancing, hand sanitizing, temperature checks, and masking. Most importantly, everyone permitted inside the debate hall tested negative for COVID-19 prior to entry. Individuals traveling with both candidates, including the candidates themselves, had been tested and tested negative by their respective campaigns."Based on what we know about the virus and the safety measures we had in place, we believe there is a low risk of exposure to our guests. Out of an abundance of caution, we are reaching out to our guests to address any questions and concerns.
