SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. And I think that's in conjunction with cooperation of our local governments and our San Diego Police Department," said Palmer. 2081

(KGTV) - Families of the San Diego Unified School District participated in a telephone town hall Wednesday to listen in on a discussion between panelists Superintendent Cindy Marten and three SDUSD teachers. The school year is set to begin virtually Aug. 31 and the panel discussed what day-to-day classroom time will look like.Teachers shared some of the steps they’ve taken to prepare for the online learning and gave tips to families to keep students successful. Some tips included making sure parent information is updated to ensure accurate information on scheduling and supply pickup is shared, setting alarms on phones to keep students on track with their schedule and compensate for a lack of bells, and also creating a designated learning space for students.Related: San Diego Unified School District announces detailed online learning planThe panel, organized and hosted by Assemblymember Todd Gloria, said individual schools will share specific information on where and when families can pick up supplies, including books and computers. The teachers on the panel also assured families that the students would not spend the whole school day in front of a screen, but rather have some time with the teacher, some time with other students and some individual work time. They also added that older students will work on a quarter system instead of a semester system, which would allow smaller class sizes and fewer classes for each student.While the main message of the town hall was hope and teamwork between schools and families, parent Andrea Gallegos said she still has questions that went unanswered.“Is there a plan to transition back when we’re off the watch list now? Is there any kind of timeline for that? SAN FRANCISCO (AP) — California lawmakers will consider next year whether to decriminalize psychedelic drugs. The San Francisco Chronicle reports state Sen. Scott Wiener said Tuesday that he plans to introduce a bill decriminalizing possession of hallucinogenic mushrooms and other psychedelics. Oakland adopted a resolution last year decriminalizing certain natural psychedelics that come from plants and fungi. Oregon last week became the first state to legalize psychedelic mushrooms. SAN DIEGO (KGTV)-- Five San Diego Police officers were recognized for their exceptional bravery during the Las Vegas Massacre. Fifty-eight people died, and more than 400 others were injured in the 2017 shooting."When others run from danger, police officers run towards it," San Diego Police David Nisleit said, as he opened the awards ceremony at Miramar Air Station. On October 1, 2017, a group of San Diego Police officers was vacationing with their families in Las Vegas. They were enjoying their first year at the Route 91 Harvest Festival. But around 10 pm, the event turned deadly. "It probably wasn't fireworks or firecrackers. It wasn't just a shooting on the strip," Officer Thomas McGrath Jr. said. "We knew it was gunfire," Detective Michael Do said. "We just didn't know where it was coming from."The 1,100 bullets were fired from 32 stories up the Mandalay Bay Resort. That is when the eleven off-duty San Diego Police officers went from Vacation-mode to Action-mode. Officers Thomas McGrath, Mark Williams, Max Verduzco, Richard Barton, and Detective Michael Vo began shielding concert-goers, treating the wounded, and creating escape routes. For their heroic actions, the five men received the Department's highest decoration of bravery-- the "Medal For Valor.""I don't think I did anything special," Officer McGrath said. "I just did the same thing that I would normally do during patrol or what I have been trained to do."After helping the first group of people, Officer McGrath went back into the crowd and found Jonathan Smith, who had been shot in the neck. "I put as much fabric and shirt inside his neck to stop the bleeding," McGrath said. " I put pressure on it and did my best to get them out of that venue."He said the Department's tactical combat care training kicked it. It was an act that eventually saved Smith's life. "The bullet missed my carotid artery by a few centimeters, and it is still lodged in there," Smith said. He showed 10News his dark scar near his collar bone and said the bullet is still in a small pocket behind his heart. Without McGrath's quick actions, doctors told Smith, he would have died. Thursday, Smith drove from his home in Buena Park to not only attend the ceremony but to also give the "Lifesaving Medal" to his hero.Six other officers who were in attendance of the Route 91 festival also received recognition at Thursday's ceremony. Officers Caitlin Milligan, Eric Hansen, Bryan Johnson, William Hernandez Jr., Braden Wilson, and Detective Scott Gosnell were awarded the "Exceptional Performance Citation" for helping concert-goers escape from the venue.All of these heroic acts were made by San Diego Police Officers who were not in uniform at the time. They say the tragedy continues to inspire them to be proud members of the Department."I love my job. And I love the training that I get and being that person that can step up in times of need is always what I wanted to do," Officer Max Verduzco said. "Two years later, I still want to help people. And I think that event made me want to help more people. It made me proud to be a police officer," Det. Michael Do said. Smith told 10News the tragedy and Officer McGrath's actions inspired him to make a career change. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday.
