 SAN DIEGO (CNS) - The union representing more than 25,000 University of California service workers and medical technicians announced plans today for a three-day strike, citing what it calls stalled contract negotiations.Officials with AFSCME Local 3299 said last week that more than 97 percent of its members had voted to authorize a strike if no progress was made in negotiations. UC officials, however, said the union had rejected an offer of "fair, multi-year wage increases and excellent medical and retirement benefits."In light of the impasse, the university system imposed contract terms on the union for the 2017-18 fiscal year, including 2 percent pay increases.The UC's latest contract offer to the union had included annual 3 percent raises over the next four years, according to the university.The union on Thursday issued a 10-day notice of their intent to conduct a three-day strike, beginning May 7."We've bargained in good faith for over a year to address the widening income, racial and gender disparities that front-line, low-wageworkers at UC are living every day," AFSCME Local 3299 President Kathryn Lybarger said. "Instead of joining us in the effort to arrest these trends, UC has insisted on deepening them -- leaving workers no option but to strike."UC officials issued a statement saying they "strongly disagree with AFSCME's decision to strike, which will negatively impact patients, students and the UC community.""AFSCME service employees at UC -- including custodians, gardeners, food service workers and facilities maintenance staff -- are compensated at or above the market and in some cases, but as much as 17 percent higher than comparable jobs, according to the university. What the union demanded was a 6 percent annual wage increase, which we think unfair to other UC employees, bothrepresented and non-represented. This is twice what other UC employees have received."University officials said their final officer included, in addition to the pay raises, a lump-sum payment upon contract ratification, healthbenefits consistent with those of other workers and continuation of pension benefits for existing employees. (CNN) -- A stowaway fell from a plane flying over London and dropped into a residential garden on Sunday, just feet from a sunbathing man, according to reports.The body was traced to the undercarriage of Kenya Airways flight KQ 100 that left from Nairobi's Jomo Kenyatta International Airport, Kenya Airports Authority said in a statement Tuesday, adding that it is investigating the incident.London's Metropolitan Police said Monday that the victim appeared to have fallen from the landing gear compartment as the plane approached London's Heathrow Airport.One neighbor described hearing a "whomp" as the body hit the ground, the UK's Press Association (PA) news agency reported."He had all of his clothes on and everything. I had a closer look and saw there was blood all over the walls of the garden," the neighbor told PA.Police were called to an address in Offerton Road in the south London neighborhood of Clapham at 15:39hrs (10:39 ET) on Sunday "after a body was discovered in a garden," the police statement read.Officials are working to establish his identity and "a post-mortem examination will be carried out in due course," it continued.A bag, water and some food were discovered in the landing gear compartment once the place touched down at Heathrow, the police said.The Clapham resident said the man landed a meter (3 feet) from a man sunbathing in his garden."So I went outside and it was just then the neighbor came out and he was very shaken," the neighbor, who asked not to be named, told PA.He suggested the victim was already dead when he fell, adding that the stowaway was "so intact... because his body was an ice block."While the death is not being treated as suspicious, police inquiries will continue.In 2015, a stowaway on a British Airways plane from Johannesburg fell on a roof during the jet's approach to Heathrow. IMPERIAL BEACH, Calif. (KGTV) - More than 60 people packed a quarterly meeting held by the U.S. International Boundary and Water Commission. Frustration grew in the room when residents realized it was a similar conversation as in past meetings. Many complained about a lack of direction presented at the meeting. "Too much talking, not enough action," said John Munns, a South Bay resident and a member of the group, Citizens for Coastal Conservancy. Carlos Pena, with the IBWC, says it's a complicated issue that involves many moving parts. The plans discussed at the meeting involved improving the wastewater infrastructures in Tijuana or creating defense structures in the U.S. along the border to protect its communities from sewage runoff. It could also be a combination of both. However, each of the projects would cost millions of dollars. It would also take planning, funding, and construction. They are solutions that will take years to accomplish, according to Pena. They will be creating a berm or land barrier to protect areas from runoff. They plan to finish that by the summer. But Pena admits it is more of a band-aid than a solution. 1164
