HELSINKI, Nov.23 (Xinhua) -- Nokia Siemens Networks is planning to cut its workforce by 17,000 worldwide by the end of 2013, the company said in a statement on Wednesday in Espoo, Finland.The company said the measures are part of an extensive global restructuring program, in which it will focus on mobile broadband and services."We need to take the necessary steps to maintain long term competitiveness and improve profitability in a challenging telecommunications market," said the company's Chief Executive Rajeev Suri in the statement.Rajeev Suri called the job cuts regrettable but necessary, and said the company would provide support for individuals and communities affected by the cuts, but defended the decision on economic grounds.Nokia Siemens is aiming to cut operating expenditures by around a billion euros over two years.Some 74,000 people currently work for the Espoo-based company in 150 countries, around 7,000 in Finland. The company will announce the geographical distribution of the job cuts later on.

China appreciates the efforts made recently by Jordan and Quartet of Middle East to facilitate the two parties to have direct contact, said Li, adding "We hope the relevant peace promotion efforts will help resume the Palestinian-Israeli peace negotiation sooner and achieve substantive result. China supports a greater role of the UN in resolving the Middle East issue."Calling the Israeli settlement "a major obstacle" for the resumption of Palestinian-Israel peace negotiation, Li said China is seriously concerned about the recent approval by the Israeli government of plans for expansion of new settlements."China is always against Israeli establishment of Jewish settlements in the occupied Palestinian territory including East Jerusalem. JAKARTA, Oct. 6 (Xinhua) -- United Nations Children's Fund (UNICEF) representative for Indonesia Angela Kearney said on Thursday that Indonesia's infant mortality rate is still high although it showed a downward trend in the past few years, local media reported.Based on a UNICEF global child mortality report, over the past 10 years infant mortality rate declined significantly to 35 out of every 1,000 births in 2011 from 97 out of every 1,000 births in 1991, she said at workshop on household to hospital cantinuum care held in Makassar, South Sulawesi.The achievement was inseparable from the central and regional government's endeavors, she said.After all, the results of a health demography survey showed 193, 000 children lost life chance every year before they reached the age of 5 years, she said.In South Sulawesi alone, 17.3 out of every 1,000 newborns died before they reached the age of 28 days last year. Two-thirds of the deaths occurred on the first week of their life and one out of every four mothers gave birth to their children without the help of trained medical workers.Mothers' poor access to health facilities in the country posed one of the obstacles to the promotion of the nation's health. One out of every five mothers came from poor families, she said.She said that a lack of infrastructures and equipment and the low number of trained medical workers had hindered the fulfillment of health services, the Antara news service said.To deal with the challenge, the method of providing health services must be improved and the support of trained medical workers must be increased, she said."I am very happy to see UNICEF cooperating with the South Sulawesi provincial government to develop comprehensive approaches to overcome the shortcomings at social level and public health system at provincial health facilities," she said.

  

BEIJING, Dec. 30 (Xinhua) -- China's quality watchdog said Friday that the latest checks by testing organizations did not find excessive levels of aflatoxin in milk products made by Chinese dairies.The special checks were launched after the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) reported on Dec. 23 that two batches of milk products made by two separate domestic dairies, including heavyweight Mengniu Dairy Group, were found to contain high levels of the cancer-causing toxin.A brief statement on the government agency's website Friday said the checks have covered major makers, including Mengniu, Yili Industrial Group, Bright Dairy, and Sanyuan Food.An AQSIQ official said earlier the toxin had originated from cows eating mildewed feed, citing reviews by experts. The toxin would disappear if the animals stop eating the rotten feed, the official said.Aflatoxin is produced by a fungus that commonly grows on crops such as grain and peanuts. High levels of the toxin may lead to cancer in some animals.

  

BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.
