BEIJING, Oct. 13 (Xinhua) -- Chinese Defense Minister Liang Guanglie returned to Beijing Wednesday afternoon after a four-day visit to Vietnam.During his stay in Hanoi, Liang attended the Association of Southeast Asian Nations (ASEAN) Defense Ministers' Meeting Plus, where he elaborated on China's defense policy and proposals on regional security cooperation.On the sidelines of the meeting, Liang met with defense chiefs from several countries.During the visit to Vietnam, Liang met with General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh and Vietnamese Prime Minister Nguyen Tan Dung,respectively.Liang also held talks with Vietnamese Defense Minister Phung Quang Thanh.Liang's entourage also came back to Beijing.
BEIJING, Oct. 12 (Xinhua) -- The Chinese government Tuesday announced financial assistance for herders in west China, to reward their efforts in conserving grasslands and to compensate them for losses.From next year, the policy will be applied in eight provincial-level regions including Inner Mongolia, Xinjiang, Tibet, Qinghai, Sichuan, Gansu, Ningxia and Yunnan, said a circular issued Tuesday after a State Council executive meeting presided over by Premier Wen Jiabao.The government will give 90 yuan (about 13 U.S. dollars) per hectare of grassland annually to herders living in the regions where the grasslands are severely damaged and herding has been banned, the document said.Outside of these herding-banned regions, residents will receive 22.5 yuan (3 dollars) per hectare every year if they keep a herd of sustainable size, the document said.The government will also provide 150 yuan per hectare for farmers to grow grass of better quality.In addition, each of about 2 million households of herders will receive 500 yuan per year as general assistance, the document said.More money will also be spent on education and training of herders, the document added."Due to excessive herding and low investment in grassland conservation, the area of grasslands in China has shrank dramatically and the environment there has deteriorated. However, local herders lack new ways to make a living," the document said.The policy is an effort to conserve the natural environment while improving the livelihood of locals, it said.The central government will allocate 13.4 billion yuan every year for the policies, according to the document.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms. The Chinese currency has so far strengthened by about 2 percent against the U.S. dollar.China would also continue to expand import from the EU and strive to balance the trade, said Wen, adding that China was committed to transforming its economic development pattern, restructuring the economy and increasing domestic demands.Wen called on both sides to develop healthy ties from a strategic perspective as the EU has become China's largest trading partner while China stands as the EU's important exporting market.As the world economy was gradually recovering with uncertainties still hovering high, China and the EU should work together to combat the international financial crisis, Wen added.The Euro Group leaders appreciated China's support for the euro and the euro zone, saying the EU and China were good partners and enjoy extensive common interests.They also said the EU rejected both trade protectionism and currency war, and agreed differences and problems should be solved by dialogues.In a speech to the Greek parliament on Monday, Premier Wen said China supported a stable euro and would not reduce its euro-bond holdings.The three Euro Group leaders also held talks with China's Finance Minister Xie Xuren and central bank governor Zhou Xiaochuan here on Monday. Wen said the talks were "detailed and friendly".
BEIJING, Oct. 14 (Xinhua) -- The value of yuan, China's currency Renminbi, hit new high against U.S. dollar Thursday as the central parity rate of the yuan was set at 6.6582 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Thursday's central parity rate beat the previous record of 6.6693 on Oct. 13.
BEIJING, Sept. 2 (Xinhua) -- Chinese President Hu Jintao and his Ukrainian counterpart Viktor Yanukovich expressed here Thursday the willingness to lift the friendly and cooperative China-Ukraine relationship to a new level.They also promised to strive to increase two-way trade to 10 billion U.S. dollars by 2012.
