Gavin Newsom plans to sign an executive order Wednesday placing a moratorium on executions.He's also withdrawing the lethal injection regulations that death penalty opponents already have tied up in court. And he's shuttering the execution chamber at San Quentin State Prison that has never been used since it was modernized following the last execution in 2006.Newsom says the order won't alter any convictions or allow any condemned inmate a chance at an early release.A prosecutor says Newsom is usurping voters' will.California voters have supported the death penalty, most recently in 2016 when they narrowly voted to speed up the process. (AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday.The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures.The latest would ask voters about secession in 2020. If it passed, a second election would be held a year later asking voters to affirm the decision.RELATED: #Calexit: Groups calling for California secession after Trump winMarcus Ruiz Evans, co-founder of the group Yes California, said the second vote would show that Californians are serious about secession and would strengthen the case for foreign governments to recognize the state's independence.Evans and Yes California co-founder Louis Marinelli also proposed independence initiatives in 2015 and 2017. They did not turn in signatures in 2015 and withdrew the 2017 Calexit proposal amid scrutiny of Marinelli's ties to Russia. A rival group, California Freedom Coalition, proposed a Calexit initiative but did not turn in the required signatures.Proponents have until Oct. 17 to collect nearly 366,000 signatures.Previous Calexit initiatives would have deleted a portion of the state constitution that says California is an inseparable part of the United States. (AP) — Democrats have won two Republican-held California state Senate seats in the Central Valley, giving the party veto-proof supermajorities in both chambers of the Legislature.Vote totals updated since Election Day made winners Monday of Melissa Hurtado and Assemblywoman Anna Caballero.Hurtado won the open 12th District seat while Caballero defeated Republican Sen. Andy Vidak in the neighboring 14th District. Both are in the Fresno area.The victories give Democrats a two-thirds advantage in the Senate. The party also has that advantage in the Assembly.Supermajorities will allow Democrats to raise taxes, suspend legislative rules or override vetoes without Republican votes. 711

  

SACRAMENTO, Calif. (AP) — Twenty-three states have sued to stop the Trump administration from revoking California's authority to set emission standards for cars and trucks.California Attorney General Xavier Becerra is leading the lawsuit filed Friday, along with Gov. Gavin Newsom and the California Air Resources Board.The Trump administration on Thursday revoked California's authority to set its own auto emission standards. The state has had that power for decades under a waiver from the federal Clean Air Act.The lawsuit argues that the National Highway Traffic Safety Administration does not have the authority to revoke California's waiver.Becerra says the Trump administration's action fails to respect states' authority to protect public health.Four automakers have said they would voluntarily follow California's standards. 842

Gavin has signed a law to let counties offer fewer in-person voting options as they hold the November election in the midst of the pandemic.Newsom has already signed a law requiring counties to mail ballots to voters ahead of the Nov. 3 election.County election officials are having trouble securing enough polling places because of the pandemic.California continues to have problems with missing data on virus infections throughout California.State officials have acknowledged California has been undercounting virus cases because of a technical issue with a database used to collect test information from labs. 663
