SAN DIEGO (KGTV) -- If you have ever visited Lake Miramar, you know it is home to Chinese geese. But one goose, in particular, is healing both man and fellow beast. Louie is hard to miss He's the only white Chinese goose left at the lake and he's a bit of a celebrity.Dave Brandenburgh works at the concession and bait store at the lake and feeds the geese every day."Best part of my day is feeding the kids ... they always want food, but Louie is the one you have to watch out for, one minute he will be eating out of your hand and the next minute he will take my leg off!" Brandenburgh says.Nearly 100 visitors a day want to know where the cranky, white goose named Louie is located. But he has a soft spot for a little abandoned duck, named Alphie."This new little person thinks he's a goose, his bottom feathers haven't developed yet. Louie has taken him under his wing and adopted him," said Brandenburgh.But Louie's true love is a woman named "Mother Goose.""He just loves her and she's the goose whisperer," said Brandenburgh.Louie is known to attack but when he sees Mindy Dreiserd he turns to mush. She has visited him every day for 4 years. He's never tried to bite her. She can hug and even pick him up. When he had a respiratory infection, she nursed him back to health. SAN DIEGO (KGTV) — In a typical year, California teachers spend an average of 4 of their own money on classroom supplies, but with districts preparing for distance learning this fall, educators are facing a different set of expenses.In the Vista Unified School District, 5th-grade teacher Keri Avila said she had to create a home office, starting with upgrading her internet.“I think in the beginning it was an oversight. The schools did a really good job making sure students had connectivity and I think you expect teachers would have the connectivity they need. But a lot of us didn’t,” said Avila, who is also the vice president of the Vista Teachers Association.Many teachers in the South Bay Union School District had to upgrade their internet bandwidth, especially with other family members working from home simultaneously, said Vanessa Barrera, a 3rd-grade teacher, and president of the Southwest Teachers Association.In a survey at the beginning of the pandemic, 1% of the teachers in her district said they had no internet at all. Twenty-five percent said they lacked a home office workspace, she said.Although districts provided laptops for educators, some teachers purchased office furniture, web cameras, specialty applications, and other equipment to facilitate lessons.“In our district, we were just provided with our laptop," Barrera said. "We were not allowed to bring home the printers, document cameras, Elmos.”An Elmo is similar to an overhead transparency projector that connects to a computer. Barrera said some teachers in her district had to rig together solutions of their own, using cell phones and flexible stands purchased online.Districts have pledged to roll out mobile hotspots to teachers with connectivity issues, but the cost of upgraded home internet continues to be the subject of negotiations between districts and unions, Avila and Barrera said.Classroom costs could rise once students return to campuses because of CDC guidance that kids should not share supplies.“Previously you might have bought a pencil box for a table to share, well that’s not going to be acceptable now,” said Barrera. “Whatever the cost will be for the coming year will depend on what this school year will look like, but as teachers we just forfeit the money to make sure students have what they need.” 2328

SAN DIEGO (KGTV) — In response to the coronavirus pandemic, Qualcomm is requiring employees able to work from home to do so.In an email sent to employees, the company moved to "a global required work from home policy for employees who are able to perform their job remotely" effective immediately through March 27. A Qualcomm spokesperson confirmed the email to 10News.The company email says employees in China should continue to follow local guidelines that they've received separately."Certain employees will be identified as 'onsite critical,' which means that your work is both critical to the continuity of business operations and requires onsite presence to perform your work duties," the company's email read.Qualcomm said it is taking the action as a "proactive, preventative measure to protect our employees and help reduce the spread of the virus."The San Diego Regional Economic Development Corporation estimated in early 2018 that the company has a .9 billion impact on the San Diego economy. Founded in 1985, Qualcomm is one of San Diego's largest employers, employing more than 33,000 people worldwide. 1126

SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381
