SACRAMENTO, Calif. (KGTV) -- As Californias head out to vote, many important propositions and measures are on the ballot this November. One of those initiatives is Proposition 16.If approved, Prop 16 would repeal Proposition 209 from the state constitution which, according to BallotPedia, banned the use of affirmative action involving sex or race-based preferences. Those in support of Proposition 16 argue that it takes a step toward “dismantling structural racism and sexism.”Meanwhile, those opposed to the proposition point to Prop 209 as to why voters should mark "no" on the ballot. “The state shall not discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin, in the operation of public employment, public education, and public contracting,” the website states in reference to a passage from Prop 209.See what a vote for or against Proposition means below, according to the state's voter guide:YES: A YES vote on this measure means: State and local entities could consider race, sex, color, ethnicity, and national origin in public education, public employment, and public contracting to the extent allowed under federal and state law.NO: A NO vote on this measure means: The current ban on the consideration of race, sex, color, ethnicity, and national origin in public education, public employment, and public contracting would remain in effect. 1452

SACRAMENTO, Calif. (AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom and the Democratic-controlled state Legislature have agreed on a budget deal that would to cover the state's estimated .3 billion deficit. Newsom and legislative leaders announced the agreement Monday. Sources with knowledge of the plan said it avoids permanent cuts to public schools and health care programs. But it also imposes .8 billion in salary cuts to state workers. In a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net. California's revenue has tanked during the coronavirus pandemic because of a statewide stay-at-home order. 722

RICHMOND, Indiana — An emergency call credited with foiling the shooting at a Richmond middle school on Thursday was made by the teenage suspect's mother, according to multiple sources with knowledge of the investigation. The call was made at 8:11 a.m. local time by the mother, according to information obtained from Wayne County's Emergency Communications Division.Sources tell WRTV television station in Indianapolis the mother called after the teenage boy had taken another family member hostage and forced them to drive to Dennis Intermediate School, just a little more than a mile from their home.Once the boy was at the school, he entered the building through a side door and eventually exchanged gunfire with responding officers, before turning the gun on himself, according to the sources.WRTV did request a recording of the call made to Wayne County's Emergency Communications Division, but the call is not being released due to the investigation. The advance call gave the school valuable minutes to lock down the middle school and allow police to quickly respond to the school, sources said. 1119

ROCHESTER HILLS, Michigan — A Michigan man is accused of trying to kill a teen after the boy allegedly knocked on his door for directions.Jeff Zeigler, 53, a former Detroit firefighter, is charged with assault with intent to murder over the incident.Lee Kolozsvary, a long-time friend of Zeigler's says he's blown away by the allegations and thinks he was just trying to scare away the teen at the door.During a hearing on Friday, Zeigler said the public isn't hearing the whole store.Brennan Walker, 14, got lost on his way to school without a phone after missing the bus."I guess I put my hand up, I don't really remember, and I started to run," Walker said. "I looked back behind me and I saw him aiming at me and I turned back. I turned back and I heard the gunshot."Walker's family said the thought he was trying to break in. It was all caught on security video.Kolozsvary says he doesn't think Zeigler had any intent to kill."The Jeff Zeigler I know, he's a good guy," Kolozsvary said.
