Walmart has a plan to help eliminate the stress shoppers get when waiting in long lines.The company’s new system is called “Check Out with Me.” First, a Walmart associate scans your items with their special, mobile device. Then, they’ll swipe your credit card right there, before handing you the receipt.The process eliminates having to wait in line for a cashier.  Marketing professor Darrin Duber-Smith at MSU Denver says consumers want options, and the main option they want is convenience. He says two companies in constant competition are Walmart and Amazon.Amazon recently announced their plans to open 3,000 brick and mortar stores-- that will be cashierless—by 2021.As for Walmart’s new checkout program, the company plans to position workers in the busiest sections of the store. The program will begin in Walmart Superstores across the U.S. Thursday.  912

EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

(KGTV) - A former El Cajon high school teacher is in custody on suspicion of sexually assaulting five young victims and attempting to lure a sixth, including two students, the San Diego County Sheriff's Department said Friday.38-year-old Dustin Sniff, also known as Dustin Stevens, is suspected of multiple counts of assaulting a minor, deputies said. Charges include rape by force/fear and oral copulation by force.The alleged victims were between 16 and 22 years old. Sniff is a former teacher at Christian High School, a private evangelical school in El Cajon. None of the assaults happened on campus, according to investigators.A student told 10News Sniff taught Film and Bible classes, and was well liked. The student said Sniff abruptly left the school about two years ago, around the time of the last reported incident.Some of the victims knew Sniff from a website called Model Mayhem, deputies said in a news release.Deputies said anyone who may be a victim of a similar crime or has information about the cases should call the Sheriff's Sex Assault Unit at 858-285-6222. 1106

  

DETROIT, Michigan — At his annual State of the City address last year, Detroit Mayor Mike Duggan applauded his police department for continuing to drop the average response time for 911 calls inside the city."It's a far cry from the days when 911 calls averaged 30 minutes," Duggan said to applause. Now, according to police officials, officers arrive on the scene in about 12 minutes, sometimes sooner.But don't tell that to the mother of a young woman who called 911 again and again last month, only to have police show up days later."It failed for us," she said through tears.The mother asked that we conceal her face to protect the identity of her daughter, who she says is the victim of a crime.The trouble started on the afternoon of September 15.  The mother, who we'll call Sandra, was visiting her young adult daughter on Detroit's west side when she heard screaming as she stepped out of her car."I run up to the door because I realized it was my daughter," she said. "She comes to the door and he's behind her, he's attacking her."Her daughter's boyfriend, who she said has been abusive in the past, was pounding her with his fists.  Sandra ran up to the door and called 911. It was 1:29 PM."Detroit 911, what's the address of your emergency?" asked a dispatcher, according to recordings obtained by WXYZ television station."My daughter's boyfriend was beating the (expletive) out of her," she said breathlessly into the phone before providing her address.The dispatcher said she'd send a car that way, but 40 minutes went by and no one showed up.Sandra called again, but this time she received an automated message. She hung up and dialed 911 once more."Another automated message," she said.At 2:17 p.m., she made her fourth call, this time reaching a dispatcher."I already called it in 45 minutes ago and I still haven't had a police officer come yet," she told the woman on the other end of the line. Again she was told officers would be dispatched, and again she waited. No one came.Finally, at 3:01 p.m., she called once more. This time, she asked to speak to a supervisor."I already called it in twice now," she said, "It's been an hour and a half and nobody shows up."The dispatcher responded: "Hold on, let me see what's going on here," before transferring Sandra to a supervisor.No one from DPD, according to the family, showed up on Saturday.Around 5 p.m. that same day, Sandra said, her daughter's boyfriend returned."He had climbed back through her window and attacked her again," she said.Detroit police didn't arrive at the west side home until the following Wednesday afternoon, a full four days and 34 minutes after the first call to 911.Assistant Chief James White made no excuses when he spoke with WXYZ television station about the delay last week."It absolutely disturbs me, if that's actually what happened," White said, adding that the department is still investigating the incident.White said the investigation has "has already found some failures and there will be accountability for those failures."A police spokeswoman tells WXYZ that officers were, in fact, nearby on the Saturday Sandra called 911 and should have been directed to the home. Assistant Chief White says an internal investigation is still ongoing but said everyone deserved a prompt response from 911 in Detroit."She's already been contacted. She was issued an apology from the commander, and I will personally talk to her if she would like to talk to me," White said.An apology is something, says the young woman's mother, but it won't solve what she now says is her biggest fear: the next time her daughter needs 911, she won't bother to call."She's not feeling protected," Sandra said.
