TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

BEIJING, Sept. 2 (Xinhua) -- A senior Chinese general Thursday met with the head of a leading U.S. think tank and discussed the building of strong military ties between the two countries, despite military exchanges between the two nations having been frozen since January."A sound and stable China-U.S. military relationship is good for bilateral strategic trust and regional peace and stability," Deputy Chief of the General Staff of the Chinese People's Liberation Army (PLA) Ma Xiaotian told John Hamre, president of the Washington-based Center for Strategic and International Studies (CSIS).Hamre served as the U.S. deputy secretary of defense during the Clinton administration before joining CSIS in 2000.Hamre is in China at the invitation of a leading Chinese think tank, the China Institute of Contemporary International Relations, for an academic symposium."China has always attached great importance to developing military ties with the United States and has made efforts in this regard," Ma told Hamre."Stronger military-to-military ties will be a very good thing for the two countries...We should have broader and deeper contact," Hamre said.On growing bilateral military ties, Ma proposed both sides respect each other's core interests and major concerns.Both sides should also properly handle differences and sensitive issues, Ma added.Hamre said China's prosperity contributes to the world, adding that the PLA's development is "logical."The former U.S. defense official said it is necessary for the two militaries to maintain candid communication to keep stable military relations.
