SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats. He was booked and has since bonded out.Zuchelli was supposed to be arraigned on Monday but the District Attorney’s office wrote that it needs more time to review the case.Levenson says all he’s looking for is an apology.Read the full statement from ICE below:“ICE employees are held to the highest professional standards. We will continue to cooperate with local authorities on the investigation related to the arrest of HSI agent Ed Zuchelli. In accordance with ICE policy, Mr. Zuchelli has been placed on administrative duty pending the outcome of the criminal matter.” – Lauren Mack, spokesperson for U.S. Immigration and Customs Enforcement 2147

SAN DIEGO (KGTV) --A deported Army veteran who was pardoned by Governor Jerry Brown last year will now be allowed to become a U.S. citizen.Hector Barajas was honorably discharged but then deported to Mexico in 2004 after serving prison time for a shooting.  He had been waiting for news about his application for citizenship and learned Thursday that it had been approved. His swearing-in ceremony is scheduled for April 13 in San Diego. Barajas founded the Deported Veterans Support house in Tijuana and has become an advocate for the roughly 350 other men and women in the same situation. "We don't condone criminal activity, I'm not proud of what happened but I am proud of my service, and I take responsibility for what happened. I went to prison, paid my debt to society and I don't think we should be deported, " Barajas told 10News via Skype Friday morning. Although he's looking forward to starting a new chapter, he says he is very much committed to carrying on the mission he started to help bring other deported vets home.  1072

SAN DIEGO (KGTV) -- When the March of Dimes was founded in the 1930's, the mission was to fight polio, now the focus is to help all women and babies get the healthcare they need. But there are still plenty of obstacles, especially for women of color.Like Winter, who lost a premature baby, "What can we do to bridge the gap to make sure that African-American women have a great chance to experience birth?"According to March of Dimes black women are three times more likely to die from pregnancy related causes than white women. The organization also reports that black babies are twice as likely to die before their first birthday. In San Diego, the inequities also apply to immigrant communities and those who don't speak English.March of Dimes' job is to reach those under served groups.Marta Bills, with March of Dimes San Diego says there are all sorts of ways the organization is trying to promote equality, including increased funding, providing scientific research and even training healthcare providers to tackle bias."To just ensure that they are providing the most respectful and unbiased care they possibly can," Bills said.March of Dimes is also expanding a program that promotes group prenatal care.It was impacted when Covid hit, but local clinics are figuring out ways to start back up again safely.Bills says the groups give women who participate more time with their doctors but also lead to better outcomes overall because patients tend to show up to their appointments more often. 1506

SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot.
