TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. The crew and the boat were released later.
TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." She also urged all the participants to make concerted efforts to reach a consensus during the climate talks.
HANOI, Oct. 11 (Xinhua) -- China and Vietnam vowed to promote healthy, stable and long-term development of bilateral ties with the guideline of "long-term stability, future-orientation, good-neighborliness and comprehensive cooperation," according to a joint press communique issued here on Monday by the two defense ministries.The two countries vowed to advance bilateral comprehensive strategic and cooperative partnership and always be good neighbors, friends, comrades and partners, according to the joint communique issued on the occasion of Chinese State Councilor and Defense Minister Liang Guanglie' s visit to Vietnam.According to the communique, China and Vietnam will continue to strengthen defense cooperation to promote military ties and bilateral relations.The two sides agreed to maintain the fine tradition of exchanging high-level military delegations and give full play to the bilateral defense and security consultation mechanism, said the communique.China and Vietnam are committed to settling all disputes though peaceful means and safeguarding regional peace and stability, said the communique.The two countries reiterated to enhance coordination and interaction in multilateral forums like United Nations and ASEAN Defense Ministers' Meeting Plus (ADMM-Plus), an enlarged ADMM with participation of eight dialogue partners, according to the communique.China and Vietnam also expressed the willingness to deepen cooperation in tackling non-traditional security challenges under the framework of ADMM-Plus and deepen cooperation in humanitarian efforts like disaster relief, said the communique.Liang arrived in Vietnam on Sunday for an official and friendly visit. He has met with General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh and Vietnamese Prime Minister Nguyen Tan Dung respectively. TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.
