The Lockport City School District thinks it could soon be a national model for school security. Superintendent Michelle Bradley said the district is installing 300 new security cameras loaded with a new high tech software. The software recognizes people who pose a threat, like terminated employees, sex offenders, suspended students, or someone carrying a gun. Then, it alerts police or school leaders. “It will add another layer of security to what we already have,” Bradley said. It will be the first security system of its kind in any public school in the United States. It will be installed in all 10 buildings owned by Lockport School District. Tony Olivo with Corporate Screening & Investigative Group, LLC is working with Canadian owned SN Technologies to get th\e high-tech system into more buildings in western New York.“We’ve actually been looking to deplore this type of technology in hospitals, health care organizations, as well as places like malls,” Olivo said. The new system is just part of the changes Lockport Public Schools have made to security recently. The school also just installed new doors and a sign-in system, which cost close to million dollars.The projects are being funded by the Smart School Bond Act of 2014 — a referendum allowing the state to give schools money for safety following the Sandy Hook shooting in 2012. More than 200 school across New York are on the waiting list for approval for funds from the act. The recognition system will be installed in Lockport schools over the summer. Leaders say this is just another layer of proactive security to protect their most precious values.  1709

The National Hurricane Center said it is currently monitoring three storms that could potentially develop into tropical cyclones in the coming days, adding more anxiety to what has already been an extremely active hurricane season.One of the systems, located just off the North Carolina coast, became the 15th tropical depression of the Atlantic hurricane season Monday afternoon. The depression is expected to form into a tropical storm in the coming days, and pass to the north of Bermuda. The potential tropical storm is not expected to affect the United States mainland. The National Weather Service defines a tropical depression as a low-pressure system that is being fueled by warm, tropical water and is rotating around a "well-defined" center. Once these storms have sustained winds of at least 39 mph, they become a "named" tropical storm."Nana" is the name that will be given to the next tropical storm, followed by "Omar" and "Paulette." There have been 13 named storms so far this hurricane season. At this time last year, there had only been five named storms.A second system is brewing in the Caribbean sea. The system has a 70% chance of development in the next 48 hours, and could impact Jamaica,Honduras, Belize, Guatemala and the Yucatan later in the week.A third system emerging off the coast of Africa is not expected to develop in the next 48 hours, but has a 30% chance of becoming a tropical depression or storm later in the week.The developments come just days after Hurricane Laura made landfall in Louisiana, a storm that killed 14 people and caused extensive damage near Lake Charles and other towns in the western part of the state 1667

The neon lights of Broadway’s Honky Tonk bars are still shining brightly each night in downtown Nashville, Tennessee. But across this city that's soul heavily beats to the pulse of local musicians’ songs, many independent music venues are in danger of going dark for good.Since 1971, Exit/In near the city’s west end neighborhood has long been a beacon for smaller artists looking to make it big. Over the years, everyone from Billy Joel to Cheryl Crow to Jimmy Buffet has graced the stage here. But it’s the smaller, less well-known artists who truly rely on a black box venue like this one.“It’s a purist’s room. It’s just a great old school style place,” explained owner Chris Cobb.Since March though, Exit/In and thousands of other venues like it across the country have been shut down--forced to close their doors because of the coronavirus.“It’s just not safe. It’s not safe to do what we do right now, unfortunately, and there’s no pivot option. We can’t curbside a concert, we can’t to-go a concert,” Cobb lamented.It’s that kind of daunting reality facing owners of clubs, venues and smaller music halls across the country. Many have already run out of money and most are out of time. Aside from the 57 employees that Cobb had to lay off, there are also closed signs now popping up on businesses around the neighborhood who rely on live shows to bring customers in.“We’re on the edge of a cliff with a huge number of venues right there at the edge and about to go over, and they won’t come back,” he added.While it’s not a giant stadium, venues like Exit/In are the kind of spaces where smaller artists get their start. In cities across the country, independent venues are deeply engrained in the culture of the communities they operate in.For musician Daniel Donato, not having a stage like Exit/In to play on has been difficult.“I want to create memories that people can go back to. I want to be somebody’s Friday night. And the first thing a musician plays is the venue, they don’t play their instrument, they play the venue they’re in,” Donato said.In addition to the income he’s lost, the 25-year-old musician is also missing out on a chance to refine his craft. There are countless musicians like him across the country stuck in a kind of painful limbo.“I have to have the energy of the people in the room, take that, put it in a guitar and make it something great,” he added.By the end of the year, live performance venues are expected to lose about billion on ticket sales alone. Because of the impending crisis facing smaller venues, nearly 2,800 have banded together to form the National Independent Venue Association (NIVA).A stunning 90 percent of venues in the organization say they will close by the end of the year without any federal assistance.“It’s happening and every day that goes by is a risk that it happens more, people have run out of money,” explained Audrey Fix Schaefer, who serves as the director of communication for the group.In recent months, NIVA has created the "Save Our Stages Act." It’s a billion grant program for independent venues with bi-partisan support. Now, all they need is a vote in Congress.“People have run out of money and they’re running out of hope,” she added.As for Cobb, it's not just about the jobs that have been lost, it's about the music that the country may never hear if independent venues go silent forever.“It’s hard to think about American music without this network of independent music venues that have existed in this country for decades now. American music, as we know it, would not exist. I’m afraid that’s what we’re about to learn the hard way is it can’t exist the way we know it if these venues go away,” Cobb said.But for now, that's a song Cobb is trying not to write, hoping that the sun doesn't permanently set on some of the nation's most beloved stages. 3854

The man suspected of killing and wounding multiple people at Strasbourg's famed Christmas market was killed by French police, following a shoot-out not far from the scene of Tuesday's attack.Authorities announced Friday a fourth person had died as a result of being shot by the suspect, and 12 others are wounded.Cherif Chekatt, the 29-year old suspect, was shot dead on Thursday evening, two days after he first disappeared sparking a massive manhunt involving hundreds of police officers, soldiers and anti-terror specialists from three European countries.French Interior Minister Christophe Castaner said police recognized a man who looked like Chekatt walking on the street in Strasbourg's Neudorf district on Thursday night and approached him. He opened fire on officers when they tried to question him, he said.Police returned fire, killing the suspect, Castaner said."As I am speaking to you, I am thinking about the victims and the wounded. I am thinking of those close to them. I am thinking of Strasbourg and France that was hit by this terrible attack," Castaner said.On Thursday, Strasbourg police said the death toll from the attack had risen to three, after one person succumbed to their injuries. Another was declared dead Friday.Four people remain in serious condition with eight others suffering light injuries.The hunt prompted a curfew in the eastern French city near the German border and forced the country to raise its national security threat level to its highest status: "emergency terror attack."French prosecutors said the suspect shouted the Arabic phrase "Allahu Akbar," meaning "God is greatest," at the time of the attack."It's relief for the people of Strasbourg to know that the attacker has been killed," Strasbourg Mayor Roland Ries said, adding that the Christmas market would reopen on Friday.The French National Police thanked the public for their assistance in finding Chekatt."Thank you for your alerts which allowed us to find the wanted individual," the National Police said on Twitter.Earlier on Thursday, Paris prosecutor's office said that a fifth person was taken into custody in relation to the attack. "At this stage there are five people in custody," a spokesperson said.Authorities said Chekatt entered the perimeter of the market, one of the oldest in Europe, by the city's Corbeau Bridge and started shooting and stabbing passers-by on the Rue des Orfevres around 8 p.m., when many were in the middle of their Christmas shopping.Anti-terror police flooded the market and tried to arrest the suspected gunman. He exchanged fire with security forces, suffering an injury to his arm. The suspected gunman then jumped into a taxi and fled the scene, Heitz said.On Thursday, French police evacuated buildings and cordoned off the area close to where Chekatt had fled. The gunman's father, mother and two brothers were also questioned by police, a source close to the investigation told CNN.Checkatt was already known to security services as a possible threat, police said. He has an extensive criminal background that includes 27 convictions in France, Germany and Switzerland, mostly for acts of robbery and violence.A spokeswoman for the Swiss Federal Police, Cathy Maret, said Chekatt was well known to authorities there, having been arrested and convicted several times in Switzerland for crimes such as break-ins, theft and violence. He was not on their radar as a radical Islamist or for narcotics violations, she said.In 2017, he was deported from Germany to France after the Interior Ministry in the German state of Baden-Wuerttemberg confirmed he had been convicted of break-ins and serious theft in 2016 and spent time in a German prison. The German Federal Criminal Office said the suspect was not known in Germany as a radical Islamist.However, Chekatt was known to French prison officials for being radicalized and for his proselytizing behavior in detention in 2015, Paris prosecutor Heitz said, adding that he had been incarcerated multiple times.He was also on a French watch list called a "Fiche S" surveillance file. The "Fiche S" is a French terror and radicalization watch list that includes thousands of people, some of whom are under active surveillance, meaning they are on law enforcement's radar.Hours before the attack, French gendarmes tried to bring Chekatt in for questioning but found he wasn't home, a spokesperson for France's National Police told CNN earlier this week, without providing further details.Chekatt was born in Strasbourg, according to CNN affiliate BFM. 4554
