SAN DIEGO (KGTV) – An inmate who left a San Diego re-entry facility on Wednesday was apprehended in the North County..California Department of Corrections and Rehabilitation officials said 51-year-old Larry Johnson “walked away from the Male Community Re-entry Program (MCRP) facility” on Boston Avenue in Barrio Logan Wednesday night.Staff at the facility learned Johnson’s GPS device “had been tampered with” at around 10:30 p.m. Johnson was last seen in the afternoon on an “approved pass to attend work.”Local law enforcement agencies were notified of Johnson’s disappearance, and CDCR agents fanned out to find him.At around 10:30 a.m. Thursday, CDCR officials said Johnson was taken into custody at a hotel in Carlsbad without incident. He will be transported and rehoused at Richard J Donovan Correctional Facility, officials said.CDCR officials said Johnson was in the midst of a 4-year sentence for one count of attempt to use an ID of another to obtain information, which was his second-strike offense.Johnson had been scheduled to be released to probation in May 2021. 1087

SAN DIEGO (KGTV) — A Texas company has been awarded a contract to erect nearly 30 miles of fencing along California's border with Mexico.U.S. Customs and Border Protection awarded 7 million in construction contracts to Texas-based construction company SLSCO. The contracts include up to 14 miles of secondary wall and up to 15 miles of primary pedestrian replacement wall in California within the San Diego, Yuma, and El Centro Sectors.The 15-mile primary pedestrian replacement wall will include the installation of a new, 30-foot steel bollard wall: About 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. According to CBP, these areas represent areas where wall replacement has been a priority. Construction for that 6 million project is slated to begin in July 2019.The secondary wall project is a 1 million contract and will include up to 14 miles of the same 30-foot steel bollard wall adjacent to San Diego's primary fence replacement project that is currently under construction. Construction of that project is projected to begin February 2019.SLSCO has already worked on border construction earlier this year, constructing new steel fencing in Border Field State Park.The two projects are a part of President Trump's "Border Security and Immigration Enforcement Improvements" executive order, which calls for a contiguous wall to be built along the southern U.S. border with Mexico, according to CBP. 1447

SAN DIEGO (KGTV) — After receiving criticism from the Chicano Federation, UCSD Health officials met with the group Friday to review plans to recruit volunteers for a COVID-19 vaccine clinical trial.The Chicano Federations sent the following statement Thursday after hearing about UCSD’s plans to enroll approximately 1,600 volunteers to participate in the AstraZeneca COVIS-19 Phase 3 clinical trial:“Once again, the burden of COVID-19 is falling on communities of color. It is unfair that underserved communities who have the least access to information are now being targeted to participate in an experimental vaccine. This tactic, unfortunately, does not come as a surprise given that this country has a history of using people of color for experimental medical treatments. SAN DIEGO (KGTV) - A woman was accused of leaving her dog behind in a hot car in a Mission Valley parking lot while she was shopped Tuesday.The confrontation occurred at Fenton Marketplace in Mission Valley after a man noticed a dog locked in a car and called San Diego County Animal Control. Officers arrived two hours later and measured the temperature of the car, which was reportedly between 80 - 90 degrees.The windows of the vehicle had also been cracked a couple of inches.RELATED: How to save a dog from a hot car (if you're a Californian)When the vehicle's owner returned, the man who reported the situation confronted her. The woman told him she was from Oregon and it's common to leave dogs in the car.Her dog was reportedly fine and not under distress, despite spending two hours in the hot car.In California, it's illegal to leave a dog inside a hot car in dangerous conditions.
