ORANGE COUNTY, Calif. (KGTV) -- Southern California is getting a new tool in the state's fight against wildfires. A new program, called Fire Integrated Real-Time Intelligence System launched September 1. The system uses a fixed-wing aircraft that can see through smoke using using infrared and radar sensors. The plane, according to the Orange County Fire Authority, provides real-time perimeter mapping and live, high definition video to support predictive spread modeling. “The State of California must shift strategies to address the constant crisis of wildfires – this is no longer a seasonal threat,” stated Assemblywoman Petrie-Norris. “I am proud to have partnered with the Orange County Fire Authority in securing .5 million in state funds for technology that will protect lives and property by giving first responders better, stronger tools to use against the threat of wildfires.”The UCSD WIFIRE wildfire spread modeling also projects where and how large the fire will before over a 6-hour time period. The model is built to adjust for successful suppression actions by fire crews. The pilot program is being made available in San Diego, Orange, Los Angeles, Riverside and Ventura Counties. 1211

Only a handful of countries are allowing Americans in without restrictions, and the U.S. State Department is urging all Americans to avoid international travel due to COVID-19. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. "I think it was a much more consistent enforcement. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. One of those restrictions includes being in self-quarantine for two weeks upon arrival.“They haven't been checking it very much, so it hasn't been really as effective as they would've liked it to be,” said Ott, who has been a travel blogger since 2006. “There is a wide range," said Bryant of international restrictions. "Bahamas recently was going to start letting people in, and then they said, 'We will let you in, but you have to stay in a government-run facility at your own expense. Different countries are doing different things, but it changes all the time.”So, how do you plan a trip if rules change daily?“Get travel insurance that lets you cancel for any reason. Any reason,” Bryant suggested. “This is not the time to shop deals.”Ott said international travel will look different moving forward. “It’s going to be a lot less, a lot more self-guided tours. On Wednesday, reports surfaced that retailer Sears might file bankruptcy, which could force the closure of some, if not all, of the retailer's remaining 900 locations. OCEANSIDE, Caif. (KGTV) -- A 63 year old man is grateful to be alive Saturday night after his sailboat capsizes and he was left swimming for his survival.Andrea Aria was on a trip back from Catalina, “I’m alive for the grace of God. Aria sat down with 10 News and talked about the horrific details, “I didn’t even see the wave until I made the turn and it was too late it was up on me”. The wave tipped the boat, he tried holding on, “I let go and went back in the water and I went under the boat and the boat went over me once then twice and the propellers are going”.During that moment he didn’t realize the injuries he was getting, “I didn’t feel, the adrenaline the cold water the salt all I know I couldn’t move my fingers I knew my hands were messed up “. Two casts on his hands because doctors say, he cut tendons leaving his fingers unable to move. The propeller on his boat also gashed his foot leaving him with 28 stitches.He swam about a half mile to shore, “every two strokes I was getting hit with a wave and I’m submerging and I’m having trouble handling it” Aria tells us.He says just as he was about to give up, his foot hit the sand and he crawled his way to the beach, “I finally made it and there were two police men and they said someone called us must have been an angel”.Saturday night, Aria is thankful to be alive, but he’s now realizing just how much he lost, along with his boat, “the things that I need to function everyday, they’re gone, they’re all gone” he continued, “I’m really without anything at this moment”.He’s now left to depend solely on his faith, “it wasn’t my time, I guess when its your time its your time. OCEANSIDE, Calif. (CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records. He was being held in lieu of million bail pending his arraignment, scheduled for July 31."I have had the opportunity to view this video and it has raised concerns with me," McCoy wrote in his letter.
