XI'AN, Oct. 29 (Xinhua) -- Chinese Vice Premier Li Keqiang on Friday called for more efforts to be made to accelerate the transformation of China's economic growth pattern and achieve "sound and fast" development in the country's central and western regions. He made the remarks in Xi'an, capital of northwestern China's Shaanxi Province, at a work meeting held by the central and western regions for the formulating of the 12th Five-Year Program (2011-2015) guideline (draft).Officials from the central and western regions introduced their development plans for the next five years and put forward their suggestions for the country's next five-year program.Li said China's efforts to expand domestic demand should be based on further opening-up as China had a huge population and a large geographical area.Further, the central and western regions boasted remarkable markets, rich resources and huge growth potential, he said.Boosting growth in both regions was a key task in accelerating the economic growth mode as it could balance regional economic development and help the people of various ethnic groups lead a better life, Li said.China on Wednesday publicized the full text of the Communist Party of China Central Committee's Proposal for Formulating the 12th Five-year Program (2011-2015) for China's Economic and Social Development, which was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.
BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday. From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record. While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production. In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.

TIANJIN, Sept. 14 (Xinhua) -- China could meet the full-year inflation target of 3 percent if macro-control policies were effective, a senior economic planner said Tuesday at the World Economic Forum's annual Summer Davos meeting."China has paid high attention to managing inflation expectations by stepping up macro-controls this year," said Zhang Xiaoqiang, deputy director of the National Development and Reform Commission."If managed well, the full-year target of consumer price index of around 3 percent is still attainable," he said. The CPI climbed to a 22-month-high of 3.5 percent in August because of rises in food and fuel prices and a low comparison base.Food prices are likely to remain within reasonable range after macro-control and there is still room for industrial products to fall due to heated competition, Zhang said. The chance is also small for import prices of commodities to experience a dramatic rise again in the rest of the year after earlier retreating, he said.
HAIKOU, Oct. 17 (Xinhua) - More than 100,000 people have been evacuated as a new round of torrential rains battered China's southernmost island province of Hainan, local authorities said Sunday.Floods have inundated more than 200 villages in the cities of Haikou, Wenchang and Qionghai, said Sun Wei, deputy director of disaster relief and public services department with the provincial meteorological bureau.Residents who have been displaced are living in government buildings and school classrooms, or at the homes of relatives and friends, Sun said.A pedlar works on the rain flooded street in Qionghai, south China's Hainan Province, Oct. 17, 2010. Heavy rainfall hit Qionghai again on Sunday. From Friday to mid Sunday the province received 200 mm of rainfall, on average, and the rainfall in some places was even as high as 426 mm, he told reporters. The new round of rainstorms added to the misery after floods plagued the province earlier this month. Many local rivers are running with water levels now higher than their warning marks and over 70 percent of 1,100 reservoirs have safety concerns, said Wang Zhenxing, deputy director of the provincial flood control and drought relief office. With the flood situation still worsening, Hainan will face further rainstorms with the approaching super typhoon Megi, the strongest typhoon this year, beginning next Friday.
