ENCINITAS, Calif. (KGTV) — Dr. Pat Davis stood atop the bluffs at Grandview Beach in Encinitas on Friday, holding back tears."Bear with me, please," he says. "This is only the second time I've been near the beach since the accident."That accident, on Aug. 2, 2019. I came down here about a week ago for the first time in six months and it was difficult."But Davis made sure he would be there Friday, to help announce the first significant federal money devoted to help make the bluffs safer.Congressman Mike Levin announced 0,000 to start the engineering phase of the project to help prevent the tragedy from occurring again.RELATED: Community, husband of victim push for Encinitas bluff stabilization"The primary purpose of the project is to stabilize tall bluffs that erode due to high-energy storm swells and rising sea levels, posing threats to life, property and critical infrastructure," Levin said.There's still a ways to go.The project needs another roughly .5 million dollars for engineering, and it's estimated to cost million to carry out every five to 10 years. He says he'd like to see more education about staying 40 feet from the bluffs; more blunt warning signs saying people have died at the beach; beach closures to families at high tide or when there is no safe are away from the bluffs, and 100-foot safe zones where parents know it is safe for their kids to play."I'd like to be able to at least say that I tried to do something," Davis says. 2038

Evacuations have been ordered for northern Arizona communities due to the Tinder Fire burning near Happy Jack.According to Coconino County officials, evacuations were ordered Sunday by the Coconino County Sheriff's Office for affected communities north, east and west of Highway 87 including Moqui Ranchettes, all of Starlight Pines, Clear Creek (except 1 and 2), all of Timber Ranch, all of Tamarron, Pine Canyon, Blue Ridge Estates, Ponderosa Pines, and Mogollon Ranches. The evacuation will be in effect until further notice, deputies will stay in the area to provide 24-hour security.  The fire has burned an estimated 8,000 acres and is burning 1.5 miles northeast of Blue Ridge Reservoir. ESCONDIDO (KGTV) - Driving into Escondido will soon have a much different feel. Construction is underway to build what leaders say will be an icon of the city.Spanning 108 ft wide, a new arch will be lifted 40 ft above the intersection of Grand Avenue and Centre City Parkway."Escondido is just the hidden jewel of North County; in fact, Escondido means hidden valley and beautiful hidden valley. We're starting to live up to that more than I've ever seen," said Dan Forster.Forster owns Design Moe Kitchen & Bath and has watched new blood elevate the historic downtown over the last ten years, including restaurants, breweries, and new businesses. Also vice president of the Escondido Downtown Business Association, Forster says they've wanted a grand sign like this for years, but he says it was cost-prohibitive. Forster says that changed with an anonymous million donation made to the Escondido Charitable Foundation for the arch. "There's no money that's being taken out of the city budgets to pay for this, it's just one big beautiful sign," said Forster. Crews will raise the sign on March 3. On March 12, the city will celebrate the Grand arch with entertainment and lighting of the new sign starting at 6 p.m. 1233

  

ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. ESCONDIDO, Calif. (KGTV) – Police in Escondido have identified the suspect shot and killed by an officer at Valley View Casino Saturday night as Osbaldo Ramirez Jimenez, 50.The incident began after police received a domestic disturbance call on the 1400 block of Timber Glen Road in Escondido.When they arrived, police say the suspect got into a vehicle and led them on a chase that ended at the casino’s valet entrance.RELATED: Officer-involved shooting reported at Valley View Casino in North San Diego County?When Jimenez got out of the vehicle, police say they noticed he was holding a handgun when the officer-involved shooting took place. Jimenez was taken to the hospital where he later died. Authorities also identified the officer involved in the shooting as Officer Terrence Pizzuti, who they say has been with the department since 2013.The incident reportedly caused chaos inside the casino. One woman inside at the time of the shooting was trampled. She was taken to the hospital where she is expected to survive.The San Diego Sheriff’s Department is leading the investigation.
