Secretary of State Mike Pompeo says the U.S. is considering a ban on Chinese social media apps, including the wildly popular short video platform TikTok.In an interview Monday with Fox News' Laura Ingraham, Pompeo said people should only download the app if they want their private information in the hands of the Chinese Communist Party.TikTok is owned by ByteDance, a company based in Beijing. Though the app has said that it operates independently from the Chinese government, it also claims its data centers are located outside China and not subject to Chinese law.Pompeo's remarks came hours ahead of an announcement by TikTok that said it would no longer operate the app in Hong Kong.The company said Tuesday in a statement that it had decided to halt operations "in light of recent events."TikTok's departure from Hong Kong comes as various social media platforms and messaging apps — including Facebook, WhatsApp, Telegram, Google and Twitter — balk at the possibility of providing user data to Hong Kong authorities.The social media companies say they are assessing the ramifications of the national security law.India banned TikTok earlier this month amid a border standoff between Chinese and Indian troops. 1226

(CNS) - Orange County supervisors Tuesday voted to declare Aug. 24 as Kobe Bryant Day.Bryant was born on Aug. 23 and wore the number 24 in his playing days, said Orange County Board Chairwoman Michelle Steel, explaining why she settled on Aug. 24 as the date to honor the former Lakers great who died Jan. 26 in a helicopter crash that also killed his daughter and seven others.Bryant also wore the number 8 during his first several seasons in the NBA.Steel said Bryant, who lived in Newport Beach, was a "treasured member of our community," who "inspired so many men and women to pursue their dreams and never give up."Supervisor Don Wagner, in an apparent reference to Bryant's 2003 sexual assault civil case in Colorado, which Bryant ultimately settled, said the former NBA star had his ups and downs in his lifetime."Kobe Bryant's life, like each one of us who ever lived, presents moments to celebrate and to condemn," Wagner said. "Kobe, like all of us, faced challenges, challenges of his own making and challenges thrown at him by life, that he overcome. SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. SAN YSIDRO, Calif. (KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. CBP says reopening “is not anticipated to take place until sometime after people in the caravan arrive to the border.”  1469

  

SAN MIGUEL COUNTY, Colo. -- A husband and wife from Florida were killed in a small plane crash Monday in Colorado, just days after their wedding.According to the San Miguel County Sheriff's Office in Colorado, the victims in the crash were identified as Costas John Sivyllis, 30, and his wife of four days, Lindsey Vogelaar, 33, both of Port Orange, Florida.Deputies said the couple was leaving Colorado to return to Florida in a privately owned Beechcraft Bonanza when it crashed in the Ingram Basin east of Telluride, where they were married Oct. 1.Sivyllis, a United Airlines pilot and flight instructor, and Vogelaar, who also worked in the airline industry, were the only people on board. 701
