SAN DIEGO (KGTV) – The Valley Fire has forced many East County residents to evacuate, but one homeowner said he and his family have decided to stay in their home and ride the situation out.Leo Prado told ABC 10News, “Where are we going to go? It’s not like we just have luggage and we can go into a hotel. We have animals here.”Prado said picking up and leaving his home in the Deerhorn Valley area, near Jamul, isn’t an easy task, especially with horses and dogs on his property.Prado and his family are staying put, as their area is only under a voluntary evacuation as of Tuesday afternoon.According to Prado, his property has not had power since the Valley Fire started on Saturday. SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667

But now there’s another layer making body art a deep, personal connection with a loved one, using their DNA in the ink of your tattoo.It's a distinct idea on an art form thousands of years old."Probably 90 percent of the people who are on this journey with us now start off saying, 'This is a gimmick,'" says Everence Co-Founder Patrick Duffy.That includes Duffy’s Co-Founder, former Navy SEAL Boyd Renner.“I had never had a tattoo," adds Renner. “I did 28 years in the Navy, never wanted one.”But it's no gimmick. Imagine, the ability to take a loved one with you everywhere you go, in a tattoo.“I had the idea, wouldn’t it be cool to somehow turn that tattoo into some kind of vessel or reliquary,” says Duffy. “Perhaps even a piece of the person for memorializing.”That’s the moment Duffy convinced his old Navy SEAL buddy to join him on this business venture.“One thing I learned from 28 years in the Navy is every military guy I ever met carried something with them,” says Renner thinking back to his SEAL deployments.For those entering combat zones, knowing there’s a chance they may never return, a picture, a keepsake, and for many some form of tattoo honoring or memorializing a loved one that inspires them is what they take into combat with them.What they came up with was Everence. DNA from a loved one, taken with a simple cheek swab, sent to their labs in Virginia, purified and encapsulated in a medical grade material, then broken down into powder form to be mixed with tattoo ink.“The concept is based on a very, very simple premise that people are free to be their best when they feel a sense of connection to what inspires them,” adds Duffy.For San Diego tattoo artist Laura Crow, whose clientele is heavily based in the military or law enforcement, the idea was intriguing.“I was interested, yet skeptical,” says Crow.Skeptical at first, like many. After all, it’s the DNA from another human being or source. So how does it work?“It goes into the body the same as tattoo ink, and it is designed to be recognized by the body the exact same way as a non-hazardous foreign body,” explains Duffy.Tattoo artist Crow says the technology does align with some of her clientele. “A lot of my clients go and deploy for six months, four months, into war zones,” says Crow. “And I could definitely see some of them want to have their tattoos have the DNA of their children, their wives, to take a little bit of home.”The co-founders are clients too. Duffy has the DNA of his daughter in his tattoo depicting a story they love. And Renner, the Navy SEAL who never wanted a tattoo, now has the DNA of his wife  - inspired by her resilience battling Cystic Fibrosis. They were together the day he got his.“She was able to take the Everence, her encapsulated DNA, and add it to the red ink that they added to the red rose on the tattoo,” says Renner proudly displaying the art on his left calf. 3071

SAN DIEGO (KGTV) – The owners of a Webster-area restaurant that has been broken into in recent days decided to set up their own overnight sting operation, and their plan led to two arrests.At around 2:30 a.m. Tuesday, the owners of Trevi Ristorante on 4703 Federal Blvd., put together their own stakeout and waited for anyone who would try to break into the business.The restaurant had been burglarized three times in the past week, including one incident in which a safe was taken. Jonathan Romero, the owners’s son, told ABC 10News, “We’re tired of it.”While the owner remained on the roof, his son waited across the street and a family friend watched from behind the eatery.After several hours, they noticed an SUV park in an alley behind the restaurant and two men get out of the vehicle.As the family observed the two people go through gates to the restaurant’s back doors, the owner’s son called 911.San Diego police officers arrived at the scene and took one of the would-be burglars into custody.However, the other man climbed up the side of the building and ran across the roof. After jumping from the roof down to the front parking lot, the man ran away as officers pursued him.The man was able to cross Federal Boulevard, but officers deployed a stun gun and subdued him.The stunned man was treated at the scene for his injuries and is expected to be OK. 1373
