SAN DIEGO (KGTV) - A local dreamer is fighting for a chance to see his dying grandfather in Mexico.Luis Tinoco, who was brought to the United States in 1989 when he was five-years-old, received protective status under DACA, the Deferred Action for Childhood Arrivals program enacted during the Obama Administration.In the past, DACA recipients have been allowed to travel to their country of origin during emergencies if they obtained an “advanced parole” permit from U.S. Citizenship and Immigration Services.On Thursday, Tinoco and his lawyer submitted an application at the UCIS office in Downtown San Diego. But they said it was denied.Tinoco can still apply by mail but he predicts it could be months before he gets a response.“There’s a high chance it might get accepted, but meanwhile, I don’t know what’s going to happen to my grandpa,” he said.Tinoco says he hasn’t seen his grandpa since he was five. SAN DIEGO (KGTV) — A San Diego craft brewery hit hard by the coronavirus pandemic is taking the rare step of opening a restaurant, despite the region going into the state's most restrictive purple tier.Dennis O’Connor says the pandemic hurt Thorne Brewing Company the moment the first shut down kicked in back in March.“It wasn't so much that nobody was coming in, but you also lost all those bars and restaurants that were buying your product,” said O’Connor, who co-founded the brewery in 2012.Not to mention, the price of cans increased, hitting the craft brewer’s distribution.Thorne operates three locations in San Diego County, at least one of which will likely have to shut down as the region enters the most restrictive purple tier, outlawing indoor dining. The restrictions take effect midnight Saturday, to help stop the increased spread of the coronavirus. “We are nowhere near thriving,” O’Connor said. “It’s survival at best.”But O’Connor has a new tool for survival.Connected to Thorne’s Barrio Logan location is a new full service distillery and wood-fired pizza restaurant the brewery finished in march, but never opened. O’Connor says it was a multimillion-dollar project that took years.“It was pretty much just a big blank warehouse,” he said.While the interior can't open, Thorne is converting the restaurant’s outdoor patio into its own barbecue eatery, with a bar in the back called Sideyard Barbecue by Hot Mess (the name of the adjacent pizza restaurant) . It'll seat 84 people and opens to the public Nov. 19.“If outdoor is the new norm then let's do an outdoor and let’s kick (butt) on it,” O’Connor said. “Let's not put it in the street, let’s not put it in a barn tent, let's do something special. SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560
SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. Landlords won’t sellNerdWallet says millions of single-family homes were converted to rentals after the foreclosure crisis. In 2017, renters made up 36 percent of households. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. The report says those officials are only responding to constituents who want a limit on the number of homes that can be built in a neighborhood. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods. This is the pressure behind a lot of the most damaging regulations out there.” 3097
