SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The facility would face east, allowing golfers to tee off facing the downtown skyline.RELATED: Gaslamp Quarter thoroughfare may become a promenadeAn August economic analysis by London Moeder Advisors said a Topgolf location at the site could support about 500 permanent jobs and provide about million in economic impact once completed. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. The location could also include public viewing areas and shared parking options.10News reached out to Topgolf for comment, but has not yet heard back.In 2015, the Port sought development ideas for Harbor Island. Last week, state officials released guidance for these businesses to follow amid the coronavirus pandemic, which can be found here.Other attractions, including SeaWorld San Diego, Legoland California, and the USS Midway plan to reopen on July 1. SAN DIEGO (KGTV) — The San Diego Sheriff's Department is making it easier for residents to receive — at times, indiscernible — messages issued by the department's helicopters.The free service will allow residents to receive a text of the message being issued by deputies by texting "Hello" to 858-866-4356 (HELO). Typically, the department uses its ASTREA helicopter loudspeakers to announce searches for missing persons or suspects, as well as during emergency situations like SWAT standoffs, disasters, shelter in place advisories, or crowd management.But, at times, though messages may be difficult to understand.The service is not automated, meaning users will have to send a text when they want to receive the message being issued in their area. And while the service is free from the department, standard text messaging rates may apply depending on phone plans.The department's text service only applies to SDSO patrol areas and is separate from the San Diego Police Department, which began issuing their helicopter alerts separately on the Nextdoor app and Twitter in 2015."If there is more than one active broadcast at any given time, you have the option to choose the message that impacts your location. SAN DIEGO (KGTV) - The owner of Waypoint Public in North Park has found a way to help his business rebound from the Coronavirus Pandemic, while also assisting other businesses to do the same.John Pani invited Dang Brothers Pizza to set up a shop inside his restaurant."I've got a 5,000 square foot restaurant," says Pani. "Doing what we were doing at Waypoint, we could have done that in a 500 square foot restaurant."Pani closed Waypoint in mid-March before County Health Officials imposed a stay at home order. During the closure, he worried about his 130 employees and wanted to find a way to put them back to work.Pani decided to reopen with a limited menu of take-out items that his chefs could prepare.Then in June, he asked a friend who runs Dang Brothers to join him."They're mostly catering and special events. They don't have a brick and mortar shop," Pani says. "I told him, 'Hey man, come set your tent up.' So we craned in a little pizza oven onto our patio and got going."Pani says the response has been fantastic. Now he wants to invite other vendors to set up in his restaurant. He thinks it could create a street-market style environment that will give people a reason to come back to North Park."We have to find a new normal," Pani says. "I don't think we're going to be packing in restaurants any time soon. At least, I personally hope we aren't..."So we have to find a way to hopefully keep businesses alive and still provide the interaction and the hospitality and the food and beverage that people want and need. SAN DIEGO (KGTV) -- The San Diego Police Lieutenant serving as the department's LGBT liaison has announced he is stepping down from the role. In an open letter posted to LGBTQ San Diego County News, Lt. Daniel Meyer explained why and how he made the decision to leave his position as the liaison. Lt. Meyer has been the liaison for 10 years. The news comes after San Diego Pride organizers sent a letter to the mayor announcing no law enforcement contingents would be allowed in the parade or festival, until policing changes are made, to show support for the Black LGBTQ community.The LGBT Community Center announced it would no longer allow armed, uniformed officers at its facilities and events. In his letter, Lt. Meyer says he found himself at a cross roads, proud of the work he's done to make SDPD a more inclusive and understanding agency. Meyer says he recognizes a need for change on a national level within community relations with law enforcement. Meyer continues, explaining that he cannot support the decisions because it "simply negates the amazing work done over decades."To read Lt.
